Roadmap · stage 7 of 12

Fee, appointment and filing from Spain

You will pay the right fee under the correct code, choose the authority and filing channel, and register your application with the resguardo in hand.

This stage was prepared by the ReloVictory team from primary sources; it has not yet been checked by a lawyer, and each item is marked with the date it was verified.

In brief

  • DNV and other applications under Ley 14/2013: online only with the UGE via the Ministry of Inclusion sede, fee 790-038 item 7
  • General regime (family, work, study, arraigo): Oficina de Extranjería Barcelona, two addresses, filing through Mercurio or in person with an appointment
  • When filing online, the 790-052 fee is paid at the moment of filing (article 2.3); the ten working days under article 2.5 run from filing or from the employee’s alta
  • Appointments in Barcelona follow the Delegación notice of 20.05.2025: by letter or online form depending on the type of application

Item 134

Which modelo 790 fee code do I need for my procedure?

Fees for extranjería procedures are paid with the modelo 790 form, and the applicant chooses the code: 012 for the Policía (NIE, TIE, autorización de regreso), 052 for residence permits at the Oficina de Extranjería, 062 for work permits paid by the employer [1][2][3]. Applications to the UGE under Ley 14/2013 are paid with form 038 item 7 [4]; the annex to Orden PJC/617/2025 has no such line. The wrong code means paying for the wrong procedure.

Item 135

How do you pay the UGE 790-038 fee for the DNV?

The fee for an application to the UGE under Ley 14/2013 is paid before filing, on the Ministry of Inclusion sede, with modelo 790 code 038 item 7: by card, bank transfer or Bizum; once you pay, you get an NRC number, which goes on the application [1]. According to the UGE FAQ (the document is undated), an initial application costs €73.26 per applicant and per family member; check the amount on the payment form on the sede [2].

Item 136

How do you pay the 790-052 fee for a residence permit?

The 052 fee for permits handled by the Delegaciones y Subdelegaciones del Gobierno is paid on sede.administracionespublicas.gob.es: you choose the province, pay through the AEAT payment gateway with a DNIe, certificate or Cl@ve, then register the form with the “Firmar y Enviar” button and download the justificante [1]. Without a certificate, you print the form and pay at a bank [1]. Amounts: initial temporary residence €10.94, renewal €16.40, arraigo €38.28 [2].

Item 137

By when do you have to pay the permit fee?

When you apply online for residence or work, the fee is paid at the moment of filing (article 2.3 of Orden PJC/617/2025) [1]. The voluntary payment period of ten working days under article 2.5 runs from filing or, for employment permits and their renewal, from the employee’s alta in the Seguridad Social; for the employer, the count starts from the alta [1]. Mercurio advises attaching the justificante straight away, otherwise the case may be delayed [2].

Item 138

Do you have to pay the fee for each family member?

Yes: the person liable for the fee is the one the permit is issued for (article 3.1 of Orden PJC/617/2025), so a separate receipt is made out for each family member [1]. For reagrupación and no lucrativa, line 2.1 of the annex covers both the main holder and the family [1]; for the DNV, the UGE FAQ states plainly that the fee for initial applications applies to the main holder and to relatives [2].

Item 139

How do you check that your lawful stay will not run out before you file from Spain?

You can only apply for a permit from within Spain if you are there lawfully: for the DNV, article 74 quinquies of Ley 14/2013 refers to people who are in the country “de forma regular” [1]. Visa-free or visa time is counted under the rule of 90 days in any 180-day period, and the window rolls; the European Commission has a calculator on its page about crossing Schengen borders [2]. Filing with the UGE extends your status until the decision (article 76) [1].

Item 140

How do you apply to the UGE for the DNV from Spain?

Applications for a permit under Ley 14/2013 are filed only online, through the Ministry of Inclusion sede: the UGE page says that applications and all related documents go through electronic channels, and you need an electronic certificate to log in [1][2]. A teletrabajo applicant files in person; a representative is appointed through apodera (the register of apoderamientos) [2]. The application is accompanied by form MI-T and proof of payment of tasa 038 with the NRC; the decision comes within 20 days (article 76) [1][2][3].

Item 141

How should family members apply under the DNV: together or later?

Family applications under Ley 14/2013 are filed the same online way with the UGE, together with the main one or later: the UGE FAQ lists the spouse or partner, minor children, dependent adult children and dependent parents, who apply “conjunta y simultánea o sucesivamente” [1]. Item 142

Who files the application for a highly qualified professional permit or EU Blue Card with the UGE?

The application for a highly qualified professional permit or an EU Blue Card is filed by the Spanish company the person will work for: the Ministry of Inclusion sede lists profesionales altamente cualificados among the cases where the applicant is “la entidad” [1]. Filing is online, form MI-T is signed with the company representative’s certificate, and the fee is 790-038 item 7 [1][2]. From Spain, the foreign national files the estancia application in person at the Oficina de Extranjería of the province where they will study, no later than two months before classes start (article 54 of RD 1155/2024) [1]. This route is open to residents and, for higher education, to anyone lawfully in the country; filing extends your status, the decision comes within two months, and silence means refusal [1]. Filing: in person or through a representative under article 197.4; a lawyer decides which suits you. Frequently asked questions

Where do you apply for a residence permit in Barcelona?
It depends on the basis. Applications under Ley 14/2013 (DNV, highly qualified professionals, entrepreneurs) go only electronically to the UGE through the Ministry of Inclusion sede; there is no in-person counter in Barcelona. The general regime (reagrupación, family of a Spanish citizen, work, study, arraigo) is handled by the Oficina de Extranjería at the Subdelegación del Gobierno en Barcelona: you file through Mercurio or in person with an appointment. NIE, TIE and the autorización de regreso are dealt with by the Policía Nacional.
Which modelo 790 fee code do you need to file?
Code 012 is for Policía procedures (NIE, TIE, regreso), 052 for residence permits at the Oficina de Extranjería, 062 for work permits, which the employer pays, and 038 item 7 for UGE applications under Ley 14/2013. The amounts for 012, 052 and 062 are in the annex to Orden PJC/617/2025. The annex has no line for 038: check the amount in the payment form on the Ministry of Inclusion sede.
When do you pay the permit fee?
