Residence permit in Barcelona: how to do it yourself, from empadronamiento to TIE

A private individual can get a residence permit in Barcelona on their own: the law does not require a lawyer to file, and the path from registering on the padrón to the TIE card takes ten steps. Below is the plan with a checklist, timescales and fees, and a list of points where going without a lawyer or a tax and administrative specialist (graduada social) is risky.

In brief

Where to apply
Depends on the basis
The DNV is filed only electronically with the UGE, the general regime with the Oficina de Extranjería in Barcelona, and visas are issued by the consulate where you live
Do you need a lawyer

Procedure
10 steps
padrón, NIE, certificate, documents, fee, filing, requerimiento, TIE, first 30 days, renewal
Fees and charges

Where to start: three starting scenarios

The route depends on where you are on the day you apply. The basis is chosen by what you will do in Spain, not by nationality: for Russians, Belarusians, Kazakhstanis and Ukrainians it is the same; what differs is the consulate and the list of certificates.

Where you are nowWhat is possibleWhere to start
Not in Spain yetA national visa at the consulate where you live (article 26 of the Reglamento). Then entry, TIE and the first 30 daysSteps 1, 4 and 5, then the visa. Steps 2, 3, 9 and 10 after you arrive
In Spain on a Schengen or other visa, staying legallyThe DNV can be filed with the UGE directly from Spain, and filing extends your stay until a decision (articles 74 quinquies and 76 of Ley 14/2013). Other bases usually go through the consulateSteps 1 and 2, then 3 and onwards in order, before your permitted stay runs out
Already living here without statusThe DNV is closed to you: it requires a legal stay. Arraigo is possible; it is filed only from Spain and requires a period of residenceThe arraigo route card and a review with a lawyer before filing anything

A legal Schengen stay is limited to 90 days in any 180. A detailed review: applying for the DNV from Spain on a tourist visa.

Residence permit in Barcelona: a 10-step plan

  1. Choose your basis

The basis determines the authority, the fee and the list of documents.

Where: BOE, Ministry of Inclusion websiteTime: before you start gathering documentsCost: free

When to get help: several bases fit at once, there were earlier refusals, or your income is mixed (for example, a Russian and a Spanish company).

  2. Register on the padrón (empadronamiento)

Registration is compulsory for everyone who lives in Barcelona, and you do not need a residence permit for it.

Where: Ajuntament de BarcelonaTime: about 7 calendar days online, on the spot at an OACCost: free

When to get help: you have no tenancy contract or you live with other people. Do not buy a fictitious registration: the address must be real.

  3. Get your NIE

The NIE is a foreigner’s personal number, not a permit. You need it for the certificate, the bank and the application.

Where: Policía Nacional (comisaría) or Oficina de ExtranjeríaTime: decision within 5 days, silence means refusalCost: €9.84 according to the Policía page as of 3 October 2026

When to get help: you are in Spain without legal status, or you are not sure which reason to give.

  4. Set up digital access: certificate and Cl@ve

UGE applications are filed electronically. The UGE page mentions the electronic certificate and says nothing about Cl@ve: check before filing.

Where: sede.fnmt.gob.es, clave.gob.esTime: we found no official delivery time for the Cl@ve letterCost: the certificate is free

When to get help: a representative is filing for you. The certificate and passwords are not handed to intermediaries; representation is set up with a formal proxy (poder).

  5. Gather the documents

The list depends on the basis, but every list includes certificates, an apostille and a sworn translation.

Where: the country that issued the document, a sworn translatorTime: the procedure sets how recent the certificates must be, so order them for your filing dateCost: the apostille and translation are paid separately

When to get help: your documents come from several countries, you have changed country of residence, or the certificate shows a record.

  6. Pay the fee and book an appointment

The fee code depends on the procedure: for the DNV it is modelo 790 code 038; for no lucrativa, work and family reunification, 052; for the NIE and TIE, 012.

Where: sede.inclusion.gob.es, sede.administracionespublicas.gob.esTime: under code 052 the fee is paid within 10 working days of filingCost: DNV €73.26; check the renewal amount on the authority’s page; the rest according to the authority’s sheet

When to get help: you are unsure about the fee code or the appointment; a mistake costs time and money.

  7. Submit the application

The consulate handles visas for its area of residence, the UGE accepts the DNV electronically, and the Oficina de Extranjería handles the general regime.

Where: consulate, Ministry of Inclusion sede, Oficina de ExtranjeríaTime: the UGE decides within 20 days of electronic filingCost: the fee from step 6

When to get help: the procedure is not a UGE one and it is unclear which channel the office accepts: since the Tribunal Supremo ruling, sources disagree.

  8. Watch for notifications and answer any requerimiento

An electronic notification left unread for 10 calendar days is treated as rejected, and the deadline keeps running.

Where: sede, Carpeta CiudadanaTime: 10 days to reply, extension of no more than 5; 1 month to appealCost: free

When to get help: a requerimiento on the substance, any refusal, any appeal.

  9. Get your TIE and give your fingerprints

If the permit is valid for more than six months, the card is requested in person within a month.

Where: Oficina de Extranjería or comisaríaTime: one month from when the permit is granted or takes effectCost: €16.08 for the first issue

When to get help: the month to apply has almost run out, or there is a mistake on the card.

  10. The first 30 days, renewal and the path to permanent residence

After the TIE, sort out Seguridad Social and the bank, and put the renewal window in your calendar.

Where: Seguridad Social, bank, AjuntamentTime: under the general regime, renewal is filed 2 months before expiry and up to 3 months afterCost: check the DNV renewal amount on the authority’s page

When to get help: taxes, the regime for desplazados (modelo 149), time spent outside Spain and counting the five years.

What you can do yourself, and when you need a lawyer or a tax and administrative specialist

The law does not make a lawyer a condition for filing: applicants may file themselves or through a representative with proven authority (a notarial proxy, apud acta or an electronic proxy). A gestor handles administrative procedures, an abogado advises on the law and acts in disputes, and in court cases on residence permits a lawyer is mandatory (article 23 of Ley 29/1998). With a clear plan, applicants usually manage on their own; a lawyer is needed where a dispute arises.

TaskCan you do it yourselfWhen a specialist is better
PadrónYes, free, three waysNo housing documents: ask the Ajuntament first, then a lawyer if needed
NIEYes: EX-15, 790-012, appointmentNo legal stay, or the reason for the request is unclear
Certificate and Cl@veYes, in person: Cl@ve cannot be set up through a representativeGive a representative access through a proxy document, not your password
Documents, apostille, translationYesDocuments from several countries, records on the certificate: a lawyer
Filing with a clear planYes, especially the DNV from Spain and renewalsA tax and administrative specialist, if a representative files or you need a reliable channel
Taxes, Seguridad Social, modelo 149Possible, but mistakes are expensiveA tax and administrative specialist
Requerimiento on the substanceIf only papers are requestedA lawyer: when they ask about the substance, for example the company’s real activity
Refusal and recursoYou can file an administrative recurso yourself within a monthA lawyer: to analyse the reason; in court one is mandatory
Earlier refusals, a change of basis, questionable documentsRiskyA lawyer before filing

More detail: do you need a lawyer for a residence permit and gestor or abogado. ReloVictory is a relocation centre, not a law firm: the legal side is handled by the team’s lawyer, and tax and administrative matters by a tax and administrative specialist. The first 15 minutes of a consultation are free; a full 45-minute consultation costs €121. Case handling is priced on a quote; fees and translations are paid separately, and appeals are not included.

Step 1 in detail: which basis to choose

The last column links to the route card for each basis, with its own documents and timescales.

Step 2 in detail: empadronamiento in Barcelona

The padrón (padró d'habitants) is the list of everyone who normally lives in the city. The Ajuntament states that registration is compulsory and also gives rights: access to public healthcare and school for children, and for most procedures under the immigration law (family reunification, arraigo social and others) it is a requirement. You do not need a residence permit to register.

Steps 3 and 4 in detail: NIE, certificate and Cl@ve

Under article 205 of the Reglamento, the NIE (número de identidad de extranjero) is a foreigner’s personal, unique number, entered on all their documents. It gives no right to live or work. If you start a procedure for a stay document, the number is assigned automatically. If your link with Spain is economic, professional or social, you request it yourself, as long as you are not in the country illegally. For the NIE you need form EX-15 and the 790 code 012 receipt, and you apply in person at the Policía Nacional, the Oficina de Extranjería or a comisaría. From abroad, the NIE is requested through the consulate. A decision is due within 5 days, silence means refusal, and a refusal can be challenged with a recurso de reposición within a month. For visas longer than 90 days the NIE is assigned automatically, but the consulate in Moscow recommends getting it in advance, and in Istanbul it is required at filing. More: NIE in Barcelona step by step and how the NIE differs from the TIE and a residence permit.

Step 5 in detail: apostille, translation, criminal record, insurance

There is no single checklist: the list comes from the ministry’s information sheet (hoja informativa) for your basis or from the UGE document, and the authority may ask for more. Below are the items that recur and the points where the sets differ.

Steps 6 and 7 in detail: where and how to apply in Barcelona

There is no physical counter for the DNV in Barcelona; going to the local Oficina neither replaces nor speeds up filing with the UGE. A UGE application extends your previous stay until a decision; the decision takes 20 days from electronic filing, and if there is no decision, the permit is deemed granted (article 76 of Ley 14/2013). The general regime has its own timescales; see the information sheet. The consulate in Moscow states plainly that appointments are not given to intermediary agencies: you have to book yourself. Details in the article Spanish consulates: where to apply.

Steps 8 and 9 in detail: requerimiento, decision, TIE

A requerimiento is a request for missing documents, not a refusal. Under Article 68 of Ley 39/2015 you have ten days to reply, counted in working days, and on request the deadline can be extended by no more than five days. If the applicant does not reply, they may be treated as having withdrawn the application (desistimiento). Reply in a single package and attach an explanatory note if a document does not match the list. See UGE requerimiento: how to reply. A DNV refusal is challenged with a recurso de alzada within one month; going to court requires a lawyer and the deadline is two months: what to do after a refusal.

Step 10 in detail: the first 30 days, renewal, permanent residence

Registration (alta) with the Seguridad Social is mandatory under a DNV: employees register through a foreign employer listed as a non-resident without representation, freelancers through RETA. The UGE names termination of the permit as the consequence when an autónomo has no alta. A bank must offer a basic payment account to anyone legally resident in the EU, but it decides the list of documents itself. Taxes and the regime for desplazados are for a tax and administrative specialist; the modelo 149 deadlines run from the alta date. All of this is covered in the article the first 30 days after DNV approval.

Common mistakes

  • Using the checklist for different grounds: criminal record windows, required funds and insurance requirements differ between DNV, no lucrativa and study.
  • Paying the fee under the wrong code: 038 for a DNV, 052 for no lucrativa, work and family reunification, 012 for the NIE and TIE.
  • Filing a DNV through the Oficina de Extranjería or on paper instead of with the UGE.
  • Taking silence on an NIE as approval. By law it is a refusal, unlike with the UGE.
  • Booking the huellas appointment and the card collection appointment in the wrong order: they are separate appointments.
  • Ordering certificates too early or without an apostille: the procedure sets how recent they must be, and a certificate without an apostille may not be accepted.
  • Not opening electronic notifications: after 10 calendar days they count as rejected.
  • Missing the one-month deadline to apply for a TIE and the renewal window.
  • Choosing a consulate for convenience: you apply where you live.

Frequently asked questions

Can you get a residence permit in Barcelona on your own?
Yes. The law does not require a lawyer to apply. The channel depends on the procedure: a DNV is filed electronically with the UGE, the general regime goes to the Oficina de Extranjería, a visa to the consulate. A lawyer is required only in court.
Where do you start with a residence permit in Barcelona?
With the grounds and the place of application: where you are and what you will be doing. Then the padrón, NIE, digital certificate, documents, fee and filing. If you are not in Spain, you first gather the documents and apply for a visa at the consulate where you live.
Do you need empadronamiento for a residence permit?
The UGE, no lucrativa, study and employment lists we have read do not name the registration certificate as a separate item. But for family reunification, arraigo and many other procedures the padrón is required or used as proof of address. Registration is free, so it is best done right after you arrive.
How do you get an NIE in Barcelona and how much does it cost?
Fill in form EX-15, pay tasa 790 code 012 (€9.84 according to the Policía page as of 3 October 2026), book through cita previa and go in person to the Policía Nacional or the Oficina de Extranjería. A decision is due within 5 days; silence means refusal.
Where do you file residence permit documents in Barcelona?
A DNV is filed electronically with the UGE of the Ministry of Inclusion. Other grounds go to the Oficina de Extranjería at Passeig de Sant Joan 189-193 or at calle Murcia 42, and the visa is issued by the consulate. The NIE and TIE are handled by the Policía Nacional and the Oficina de Extranjería by appointment.
How long does a residence permit decision take?
For a DNV through the UGE, 20 days from electronic filing; if there is no answer, the permit is deemed granted, but a requerimiento can pause the clock. For other grounds, each procedure has its own deadline and its own consequences of silence, set out in its information sheet. For an NIE, for example, silence means refusal.
When do you get a TIE and how much does it cost?
You need a TIE if the permit is valid for more than six months. You apply in person within one month: you need EX-17 and the receipt for 790 code 012, €16.08 for the first issue. Huellas and collection of the finished card are booked separately.
Can you apply for a residence permit from Spain after entering on a Schengen visa?
For a DNV, yes, if your stay is legal: an application to the UGE extends it until the decision. A Schengen stay is up to 90 days in any 180. Other grounds usually require a visa from abroad; arraigo can only be applied for from Spain.
How much does a residence permit cost?
Government fees: DNV €73.26 for the initial permit (check the renewal amount on the authority’s page), TIE €16.08, NIE €9.84. The consular visa fee follows the consulate’s tariff; apostilles and translations are extra. The cost of a specialist’s work is calculated individually.
What do you do if you get a refusal?
First work out the deadline: a recurso de alzada or reposición usually has one month, a court claim two. You can file an administrative recurso yourself, but with the reason for the refusal it is better to see a lawyer. In court a lawyer is mandatory.
After how many years can you get permanent residence?
After five years of legal, continuous residence under Article 183 of the Reglamento. Absences of up to six months in a row do not break the period if they add up to no more than ten months over five years. Check how specific periods count, such as study, against the dates of your decisions.
