- You need a TIE if the permit is valid for more than six months (Art. 76 Ley 14/2013); you request it in person, as a general rule within one month [1][2]. The fee under modelo 790 código 012 for a first issue: €16.08 [6][11].
- For the consular teletrabajo visa (up to one year), the law expressly exempts you from the TIE (Art. 75 Ley 14/2013), but the general rule in the regulation reads differently: check. 60 days before the visa expires you can apply to the UGE for the permit [1][2].
- Alta in the Seguridad Social is mandatory: for an employee, through the employer registered as a non-resident without representation; for a freelancer, through RETA [4].
- Empadronamiento in Barcelona is free, does not require legal residence and is needed for most immigration and everyday procedures [5]. Banks must offer a cuenta de pago básica to anyone legally resident in the EU [7].
- Modelo 149 is filed if you qualify for the desplazados regime, no later than 6 months from the start date of activity stated in your alta [8][9][10].
TIE after digital nomad approval: whether you need the card and by when
You need one if the permit was issued for more than six months. Article 76 of Ley 14/2013 says so directly: once a permit of that length is issued, you must obtain a tarjeta de identidad de extranjero [1]. You request the card in person. Under the general rule of the regulation you have one month from the date the permit was issued or took effect, and in some procedures the count is tied to the alta in the Seguridad Social [2]. We did not find in public sources from which date the authority counts the month specifically for the DNV: go by the text of your decision.
If you arrived on a consular visa, the picture is different. The visa for international remote work is valid for up to one year and in itself gives you the right to live and work in Spain; under Article 75 of Ley 14/2013 it allows you to reside without obtaining the card [1]. The general rule of the regulation on residence visas refers to the card for stays of more than six months [2], so if you have the visa, check with the consulate and the police whether you need to request it. The key deadline in this case is a different one: 60 calendar days before the visa expires you can apply to the UGE for the permit [1]. A more detailed comparison of the routes: from Spain or through a consulate.
For failure to meet the TIE obligations, the regulation refers to the sanctions regime of Ley Orgánica 4/2000 [2]. The card does not create a right of residence; it documents the permit already granted. How to tell the NIE, the TIE and the permit itself apart: NIE, TIE and residence permit: the difference.
The first 30 days in order
One sequence does not suit everyone: the alta procedure differs for employees and freelancers, and a family goes through these steps separately for each person. The basic outline is as follows.
| Step | When | Basis |
|---|---|---|
| Read the decision, save the file and the notification date | day 1 | [3] |
| Alta in the Seguridad Social | right after the decision | [4] |
| Empadronamiento | as soon as you have an address | [5] |
| Fee, huellas appointment, TIE application | within one month | [2][6] |
| Bank account | after the documents | [7] |
| Modelo 149, if you qualify for the regime | within 6 months from the start of activity | [8][9] |
Step 1: read the decision and keep the documents
The UGE decision arrives electronically in the sede. Save the original file, not a screenshot: deadlines and conditions are counted from it. Check the name of the permit, its validity, and the name and details of each family member. A notification counts as received when it is opened, and if electronic notification is mandatory or you chose it and you have not opened it within ten calendar days, it is deemed rejected [3]. Do not put off logging in to the sede.
The conditions on which the permit was granted continue to apply: an employee works only for a company outside Spain; a freelancer may work for a Spanish company for no more than 20% of their total professional activity [1].
Step 2: alta in the Seguridad Social
Alta is mandatory because you work from Spain. The UGE distinguishes two cases. Employee: the company must be registered with the Seguridad Social as a non-resident without representation, and then you can be enrolled in the Régimen General. Instead of an alta, you can import your coverage from a country that has a social security agreement with Spain, if that country’s authority has issued a document stating expressly that it covers you in Spain. Freelancer: you do the alta in RETA yourself (Régimen Especial de Trabajadores Autónomos, the self-employed scheme within the social security system); importing coverage does not work here [4].
For RETA, the UGE advises going to a PAE point with your decision: it will register you with the tax agency and the Seguridad Social through the CIRCE system. If an autónomo did not do the alta right after receiving the permit and this comes to light later, the UGE names the consequence as termination of the permit under additional provision 7 of Ley 14/2013 [4]. The law also allows you to use your passport as the identity document for the alta during the first six months if you do not yet have an NIE [1]. More: Digital Nomad and the Seguridad Social.
Step 3: empadronamiento in Barcelona
Empadronamiento is registration in the municipal register of residents. Under the rules of the Ajuntament de Barcelona it is both an obligation and a right, you do not need a residence permit for it, and the procedure is free [5]. You need an identity document and proof of your right to use the accommodation; the list depends on your situation: owner, tenant or living with someone else. You can book by phone on 010, in person at a citizen service office (OAC) or online in the Oficina Virtual de Trámites [5].
The padrón makes it easier to access public healthcare and school for your children, and it is needed for many procedures under the immigration law [5]. It does not appear in the list of documents for the TIE on the police page [6], but appointment practice in Barcelona may require supporting documents: check on the booking page. More: empadronamiento in Barcelona.
Step 4: TIE, tasa and huellas appointment
For the TIE you need form EX17 and the receipt for modelo 790 código 012. The fee form is generated on the police website and paid at a bank, savings bank or credit cooperative; you do not need to open an account there to pay it [6]. The amount for a first issue, €16.08, is set out in the annex to Orden PJC/617/2025 (point 4.2) [11]. The application is submitted at an oficina de extranjería or a police station [6]. Booking and fingerprinting (huellas) are a separate step: TIE and huellas in Barcelona, how to choose a cita previa appointment.
Step 5: bank account
The bank decides the list of documents itself: during anti-money-laundering checks it may ask for proof of identity, address and source of funds. Under the law on basic accounts, all credit institutions that offer payment accounts must offer a cuenta de pago básica to anyone legally resident in the EU. They may refuse if you already have an account in Spain, if opening it would conflict with national security or public order, or if you have not provided the information the bank needs for its checks [7]. What exactly your bank will ask for and how long opening the account will take depends on the bank. More: do you need a Spanish account for a residence permit.
Step 6: modelo 149 and tax matters
Modelo 149 is the notice to the tax agency that you opt for the special regime for trabajadores desplazados. Instead of ordinary IRPF, the regime lets you pay tax under IRNR rules, with some specific features, in the year of the move and for five more years [8].
The conditions are set out in Article 93 of the Ley del IRPF: you were not a Spanish tax resident in the previous five periods, and the move is linked to an employment contract, including remote work; for employees with a teletrabajo visa the law says this directly. For freelancers, the article refers to business activity or to highly qualified professionals at start-ups and in R&D; an ordinary freelancer is not named directly in the text [10]. Whether it applies to your case is for a tax specialist to decide.
Deadline: no later than six months from the start date of activity stated in your alta in the Seguridad Social, or in the documents that keep your previous social security coverage. The notice is filed separately for each family member, and the applicant must have an NIF and be entered in the Censo [8][9]. This deadline is easy to miss, so set a reminder on the day of your alta. More: what modelo 149 is.
Common mistakes in the first 30 days
- Not doing the alta straight away: for a freelancer this risks termination of the permit [4].
- Not checking whether you need the card on a consular visa: the law exempts you from it, but the regulation says otherwise. And do not miss the 60 days before the visa expires [1][2].
- Paying the fee under the wrong code: the TIE needs 012, applications to the UGE need tasa 038 [6][4].
- Booking the wrong procedure: huellas and collecting the finished card are separate steps.
- Not opening notifications in the sede: after 10 calendar days they are deemed rejected [3].
- Forgetting about modelo 149: the six months run from the date of your alta, not from the date of the decision [9].
When you need an individual review
If your family members have different entry dates, you change employer, your company is Russian or another company not registered with the Seguridad Social, you freelance with Spanish clients, or you have a question about the tax regime, the order of steps and the deadlines change. A lawyer and a gestor check this order against your decision and documents.
