What the padrón proves and how to prepare for empadronamiento
Empadronamiento records where a person normally lives within a municipality. In Barcelona, the City Council handles registration and checks the applicant’s identity and address. Registration does not replace a residence authorisation or, by itself, establish lawful immigration status. If you do not have a conventional tenancy agreement, check the council’s alternative procedures for confirming your actual residence rather than using an address where you do not live.
Next steps
- Choose the right request: initial registration, a change of address or a certificate of an existing entry.
- Prepare valid identification and the address evidence requested by the City Council.
- If another person holds the tenancy or owns the home, check the required authorisation and supporting documents.
- If standard housing documents are unavailable, ask about the council’s residence verification procedure.
- Use an available application channel, keep the receipt and check the address in the result.

- Everyone who lives in Barcelona must register, whatever their status. If you live in several municipalities, you register in the one where you live for most of the year (article 15 of Ley 7/1985) [1][2].
- The padrón does not prove that your residence is lawful and does not grant rights that the law does not provide (article 18.2). It is a separate register, not a residence permit [2].
- There are three ways: online (you need electronic identification and a signature), by phone on 010 (the forms arrive by post) and in person at an OAC with an appointment. Online, confirmation arrives by email in about 7 days; in person, the registration is processed on the spot [1].
- For your home you need a document showing your right to use it: a tenancy, ownership, or permission from the owner or tenant. If you have no documents, you can still register, but the Ajuntament will check that you live there, which takes up to 3 months [1].
- Non-EU foreign nationals without long-term residence must renew their registration every two years, otherwise it may be declared lapsed (article 16.1) [1][2].
Empadronamiento in Barcelona: what it is and why you need it
The Padró municipal d'habitants is the city’s register of residents. Registering in it gives you the status of vecino (resident of the municipality) from the moment the entry is made (article 15 of Ley 7/1985) [2]. Padrón data serve as proof of residence in the municipality and of your home address, and certificates issued from it are official documents for all administrative purposes (article 16.1) [2].
The Ajuntament describes registration as compulsory and necessary for access to public healthcare and to basic education for children. It also recommends obtaining the certificado de registro ciudadano de la UE (for EU citizens) or a TIE (for everyone else) [1]. But the padrón does not replace them: the law states plainly that a foreign national’s entry in the padrón does not prove lawful residence and does not give them rights not provided for in other rules (article 18.2) [2]. So you can register without a residence permit, and the entry itself does not create a residence permit.
How the padrón is used when applying for a residence permit: most often as one piece of evidence of your address and of how long you have lived there. Whether a particular procedure accepts it, and in what form, is decided by the rules of that procedure, not by the Ajuntament. For procedures such as arraigo, your registration history is combined with other documents: how to prove residence.
Who must register and when, and who can be registered together
The law puts it simply: anyone who lives in Spain must register in the padrón of the municipality where they usually live (article 15) [2]. Barcelona’s Ajuntament spells out the conditions: being of age, living in Barcelona and not being on the city’s register at the time of the application [1]. If you are already registered in another town, register in Barcelona when you move.
You can register a whole family at once: yourself and your family members (your partner and children you have in common), if you have come from the same municipality. When applying in person, you can also apply for other adults or another family with an authorisation: it is valid for one month from the date of the document [1]. Separate rules apply to minors, for example when the parents are not together or there is a court ruling on custody [1].
How to register at an address: three ways
| Method | What you need | Result and timing |
|---|---|---|
| Online, Oficina Virtual de Tràmits | Identification with idCAT Mòbil, Cl@ve, DNIe or an FNMT-RCM certificate, the form signed with an electronic signature, supporting documents attached [1] | Confirmation by email in about 7 calendar days; after that you can obtain certificates for the new address [1] |
| By phone on 010 | Call 010: support in Catalan, Spanish, English and French; Russian is not on the list [1] | Instructions and the form arrive by ordinary post at the registration address; you send the signed form with the documents by post within one month; the registration document arrives by post [1] |
| In person at an OAC | Appointment on the city website or via 010, original documents on paper [1] | Registration is processed on the spot and you receive a document; you can ask for up to two copies [1] |
For an in-person visit, book an OAC appointment in advance (the list of offices is on the Ajuntament page: Monumental, Sant Miquel and the district offices). How the OAC works and what you can do there without an appointment: what an OAC is. You can get online identification, for example, through Cl@ve or a certificado digital.
Documents required for empadronamiento
Whichever of the three ways you choose, you need two sets of papers: proof of identity and proof of your right to the home [1].
Identity document. For non-EU citizens: TIE or passport. For citizens of the EU, Switzerland, Norway, Iceland and Liechtenstein: the EU citizen registration certificate, a passport or a national identity document; an NIE certificate is submitted together with a passport [1]. For children: birth certificate or libro de familia, passport, and for children over 14 also a TIE if they have one. Foreign documents are accepted in Catalan and Spanish; otherwise you need a translation by a Spanish consulate or a sworn translator [1].
Housing document. What works depends on your situation [1]:
| Situation | What to show |
|---|---|
| You are the owner | If you are listed as the IBI payer, nothing: the city checks this itself. Otherwise, an escritura no older than one year, a purchase contract, a certificate of acceptance of an inheritance or a nota simple no older than one year [1] |
| You are a tenant | A current fixed-term contract of three months or more, or an extended contract, or the latest rent payment receipt, or an electricity, water or gas bill for the last 3 months in the tenant’s name with proof of payment, or a bank transfer [1] |
| You are neither the owner nor a tenant | Authorisation from the owner, the tenant or a registered resident, including for the partner and children of a registered resident: original signature and a copy of the signer’s identity document [1] |
| No documents showing a right of use | You can register without them: the application form, the address verification form and the other documents; the city will check that you live at the address [1] |
Mobile phone and internet bills are not accepted as proof [1]. If the tenancy contract is for less than three months, you need proof that it has been extended. The Ajuntament reserves the right to ask for further evidence that you live at the address [1].
Timeframes: from application to certificate
Online application: if everything is in order, confirmation arrives by email in about 7 calendar days. By phone: first the instructions arrive by post, then you send the signed form within one month, and then the document arrives by post. In person: registration on the spot during the visit. The overall maximum time for a decision on a registration application is three months [1].
For registration with a residence check, processing also takes up to three months from the date of the application [1]. Once the registration is entered, certificates (volant de residència, volant de convivència) are requested separately and free of charge: how to get a registration certificate.
When there is no tenancy agreement: a room, relatives, living without documents
The Ajuntament allows for three scenarios. First: you live with an owner, tenant or registered resident who gives written authorisation with an original signature. Second: you cannot prove any right of use at all. Then you submit the application and the address verification form, the city checks that you live there permanently and, if the result is positive, the registration is processed, which takes up to three months [1]. Third: you live in a hotel, care home or other collective accommodation, and you need authorisation from a representative of the establishment with their signature, stamp and details [1].
If you rent a room in a flat without a contract in your name, you usually need authorisation from the person the tenancy is in the name of and a copy of their identity document. Do not buy a registration from intermediaries: the Ajuntament checks whether you live at the address, and an entry that does not match reality can damage your residence history in an immigration case. On renting without registration in practice: renting in Barcelona without a nómina; on contracts: tenancy agreements in Catalonia.
Renewing your registration and changing address
Registration does not expire, except for foreign nationals: a non-EU citizen without long-term residence renews it every two years. An EU citizen with a registration certificate renews it once every five years; if they are not entered as an EU citizen, the two-year period applies [1]. The law adds that once the period has passed, the entry may be declared lapsed without a separate hearing (article 16.1) [2]. Set a reminder for one month before the date.
If you move within the city, apply at the new address in the same way: online, via 010 or in person; the Ajuntament issues certificates for the new address only after confirmation [1].
Common mistakes
- People think you cannot register without a residence permit or NIE. The padrón does not require a residence permit; a passport is enough [1][2].
- People take the padrón as proof of lawful residence: article 18.2 says the opposite [2].
- People bring a scan of the contract instead of originals to an in-person appointment: the Ajuntament asks for paper originals [1].
- People register by phone on 010 and lose a month: the post goes to the registration address, where your name may not yet be on the letterbox [1].
- People do not renew the padrón every two years [1][2].
- People register at an address where they do not live. The Ajuntament checks, and an entry that does not reflect the facts causes problems in procedures where residence history matters.
- People register their children late: registration is needed for access to school and healthcare [1].
When you need an individual review
An individual review makes sense if you have no contract and cannot find the owner, you live with other people or in a hostel, your children do not live with both parents, you want to use the padrón for arraigo or another procedure and are unsure about the time period, or you have had gaps in your registration. In that case it is worth deciding in advance what else you will use to prove residence.
