Getting an NIE in Barcelona: Step by Step, Documents and Fee

To get an NIE in Barcelona: fill in form EX-15, pay the tasa (modelo 790, code 012), book a cita previa at the Oficina de Extranjería or the Policía Nacional and attend in person. The authority must decide within 5 days, and silence means refusal.

Information material, not an individual legal opinion. Conditions apply to each specific situation and may change.
In brief
  • The NIE is an identifier, not a permit. Article 205 of Real Decreto 1155/2024 describes it as a personal, unique number that is entered on all of a foreign national’s documents [1].
  • Documents for the Policía: form EX-15 and the receipt for paying tasa 790, code 012; according to the Policía page, the fee on 02.10.2026 is €9.84 [2][3].
  • You apply in person at the Policía Nacional (comisaría) or at the Oficina de Extranjería; from abroad, through a Spanish consulate. In Barcelona the Oficina de Extranjería has two offices: Passeig de Sant Joan 189-193 and calle Murcia 42 [1][2][4].
  • The decision period is 5 days, and silence from the authority means refusal (desestimatorio), not approval [1][2].
  • The NIE is the key to applying online: without it you cannot get a certificado digital or Cl@ve, and the UGE sede requires them. The consulate in Istanbul requires an NIE at the time you apply for the DNV visa; the consulate in Moscow recommends it [6][7][9][10].

What an NIE is and how it differs from a TIE

The NIE (número de identidad de extranjero) is a foreign national’s personal, unique and sequential number. It is entered on all documents issued to them [1]. The TIE (tarjeta de identidad de extranjero) is a plastic card issued to those who hold a permit or visa for more than six months [1]. The NIE by itself does not give you the right to live or work in Spain: it is an identifier for procedures. The difference is explained in detail in the article NIE, TIE and residence permit: what’s the difference.

The law sets out two routes. If you start a procedure for a document allowing you to stay in Spain, you will be assigned an NIE automatically (de oficio) [1]. For visas, this applies only to visas that allow you to stay for more than 90 days [1]. If, on the other hand, you have economic, professional or social interests in Spain, you need to request the NIE yourself, and you can do so as long as you are not in the country irregularly [1][2].

Do you need an NIE for the digital nomad visa, and when should you request it?

For the digital nomad residence permit, the NIE plays two roles. First, you need it to apply online. The FNMT issues a certificado electrónico to holders of a DNI or NIE [9], Cl@ve registration asks for a DNI, NIE or certificate [10], and the UGE sede accepts applications only with a certificate [8]. Without an NIE, the chain “certificate, Cl@ve, sede” cannot be built.

The second reason: consulates’ requirements for the DNV visa differ. The consulate in Istanbul states that you must already have an NIE when you apply and gives an address for requesting one [6]. The consulate in Moscow advises getting the NIE in advance to avoid delays [7]. With a visa that allows a stay of more than 90 days, the NIE is assigned ex officio, but the consulate recommends not waiting for that [1][7]. There is also a practical detail for applications under Ley 14/2013: under article 76.5 of Ley 14/2013, a passport is enough to register with Seguridad Social during the first six months, even if you do not have an NIE yet [8].

NIE in Barcelona step by step: from the form to the result

  1. Identify your reason. The application must state why you are requesting an NIE: an economic, professional or social interest [1]. For a future DNV, this means preparing the application and opening electronic access. The statement must be truthful: you sign it.
  2. Fill in form EX-15. This is the “Solicitud de Número de Identidad de Extranjero (NIE) y Certificados”; a link to it is on the Policía procedure page [2]. Give an address for notifications.
  3. Pay the tasa, modelo 790, code 012. The Policía website has a form that generates the payment document; you pay at a bank and do not need an account there [2]. The fee is shown on the Policía page: €9.84 on 02.10.2026 [3]. Keep the receipt.
  4. Book a cita previa. The extranjería appointment portal is selected by province and distinguishes between appointments at the Oficina de Extranjería and at the Policía [5]. For Barcelona, choose the province of Barcelona.
  5. Attend in person. Under article 205, the NIE is requested in person [1]. Bring the form, the receipt and your passport for identification.
  6. Receive the decision. The authority must decide and notify you within 5 days of the date the application entered the register of the competent body [1][2].

The same steps apply to the certificado de residente and de no residente: article 205 extends the NIE procedure to them [1].

Where to apply in Barcelona: Policía or Oficina de Extranjería

The law names both bodies: an NIE application is filed with the Dirección General de la Policía directly, through the Oficinas de Extranjería or through the comisarías [1]. In the government directory, the Oficina de Extranjería in Barcelona has two addresses: sede 1 at Passeig de Sant Joan 189-193 (08037) and sede 2 at calle Murcia 42 (08027) [4]. Which comisaría or office offers you an appointment in your situation is decided by the booking portal at the moment you book.

If you are abroad, the law says to request the NIE from the Comisaría General de Extranjería y Fronteras through a Spanish consulate [1][2]. We have no confirmed instructions for the consulate in Moscow: check its page.

Deadlines, administrative silence and appeals

The decision period is 5 days. If the authority does not respond, the application is deemed rejected, not approved [1][2]. This is the opposite of the DNV, where 20 days of silence from the UGE means approval. So silence from the authority cannot be treated as success.

A decision on an NIE ends the administrative route. You can challenge it with a recurso de reposición to the same body within 1 month or go to court within 2 months [2]. How to choose the route and not miss the deadline is covered in the article appealing a decision: reposición, alzada and contencioso.

Common mistakes when getting an NIE

  • Wrong fee code. For the NIE it is 790, code 012. The DNV fee uses a different code, modelo 790 code 038, and costs €73.26. The first TIE is paid under code 012 and costs €16.08; that is a separate payment. More detail: tasas 790.
  • Booking with the wrong authority. The portal distinguishes between Extranjería and Policía: check the procedure name in the confirmation [5].
  • Expecting silence to mean an NIE. By law, it is a refusal [1][2].
  • Applying while you are in Spain irregularly. The law requires that you are not in the country irregularly [1].
  • Confusing the NIE with the TIE. An NIE does not replace the card and does not extend your stay [1].
  • A vague reason on EX-15. State your reason specifically and truthfully: article 205 requires it [1].

What to do after getting your NIE

Next step for the DNV: get a certificado digital or Cl@ve. The FNMT issues the certificate free of charge; identity is verified at an office and requires a document showing your NIE together with your passport [11]. More on the options: Cl@ve and Mi Carpeta Ciudadana and applying through the sede electrónica. All stages of the application are collected in the document checklist, and the step-by-step process for digital nomads is in the DNV route card. Frequently asked questions

What do you need to get an NIE in Barcelona?
Form EX-15, the receipt for paying the tasa, modelo 790 code 012, and attending in person at the Policía Nacional or the Oficina de Extranjería with a cita previa. Bring your passport for identification. The reason for requesting the NIE must be stated in the application. [1][2]
How much does an NIE cost in 2026?
According to the Policía page, the fee for assigning an NIE is €9.84 on 02.10.2026. Payment is made with modelo 790 code 012; the amount may change, so check the Policía page before paying. [2][3]
How long does an NIE decision take?
The law sets a maximum of 5 days from the date the application entered the register of the competent body. If there is no answer within that time, the application is deemed rejected. The actual timing of the appointment and of issuing the document depends on the booking. [1][2]
Can you get an NIE while abroad?
Yes. The law sends the application to the Comisaría General de Extranjería y Fronteras through a Spanish consulate. For the DNV visa, the consulate in Istanbul requires an NIE when you apply; the consulate in Moscow recommends getting one in advance. [1][2][6][7]
Do you need an NIE for a digital certificate and Cl@ve?
Yes, if you do not have a Spanish DNI. The FNMT issues the certificate to holders of a DNI or NIE, and Cl@ve registration asks for a DNI, NIE or certificate. UGE applications are filed electronically, so you often need an NIE before you even apply. [8][9][10]
What should you do if your NIE is refused or there is no answer?
Both a refusal and silence count as rejection. You can challenge the decision with a recurso de reposición within 1 month or go to court within 2 months [2]. The deadline runs from notification, so show the decision to a lawyer straight away rather than waiting for the deadline to run out. You can submit a new application with corrected details.
Can I get an NIE if I am in Spain as a tourist?
The law allows you to request an NIE if you have economic, professional or social ties with Spain and are not in the country irregularly [1][2]. You must state the reason in the application; the official page does not say what supporting evidence will be requested at the appointment.
