- OAC (Oficines d'Atenció Ciutadana) are the in-person offices of the Ajuntament de Barcelona. Without an appointment you can get information there and register documents addressed to the city council [1][2].
- Also guaranteed without cita previa: the Targeta Rosa, padrón registration for a newborn, filing a police report (denúncia) and any urgent procedure. For everything else it is better to book [2].
- By appointment you usually handle the padrón (registration of your address), the volant de residència, the IBI and IVTM taxes, fines, AREA, pet registration and idCAT [2].
- You can book through the Oficina Virtual de Tràmits, by phone on 010 (931 537 010 from outside the metropolitan area) or at the OAC itself [2][5].
- The OAC does not handle the NIE, the TIE or residence permits: these are dealt with by the Policía Nacional and the Oficina de Extranjería [4].
What is an OAC?
The OAC (Oficina d'Atenció Ciutadana, in Spanish Oficina de Atención Ciudadana) is the in-person channel through which Barcelona residents get information and complete municipal procedures. The offices belong to the citizen information and service department of the Ajuntament de Barcelona (Direcció de Serveis d'Informació i Atenció Ciutadana) [1][5].
Besides in-person service, the department lists other channels: the 010 phone line, the Oficina Virtual de Tràmits (online procedures portal), video calls by appointment, self-service kiosks and the “Ajuntament calls you” service [1][5]. The information services and the handling of procedures are certified to the ISO 9001 standard [5].
What can you do at an OAC without an appointment?
Without an appointment, the OAC serves people throughout its opening hours: it gives information, registers documents addressed to the Ajuntament, issues the Targeta Rosa and the padrón for a newborn, takes police reports and handles any urgent procedure [2].
People are seen in order of arrival. When it is busy, walk-in service is not guaranteed: in that case you can arrange a day and time at the office for the earliest available date [2].
Which procedures need an appointment (cita previa)?
An appointment is recommended for procedures that take longer. The Ajuntament lists these groups [2]:
- padrón: registration, change of address, volant de residència and volant de convivència, change of personal details;
- municipal taxes: IBI (property tax), IVTM (vehicle tax), fines;
- registration of documents addressed to other administrations;
- AREA: green parking zone for residents;
- pet register: registration, deregistration, changes;
- idCAT: digital certificate (request, renewal, revocation);
- application campaigns, for example summer activities for children, and procedures specific to a district.
The registration certificate is covered in detail in the article registration certificate in Barcelona, and the registration procedure itself in the article empadronamiento in Barcelona.
How do you book an appointment at an OAC?
There are three ways to get a cita previa [2]:
- Oficina Virtual de Tràmits, website seuelectronica.ajuntament.barcelona.cat.
- Phone 010. Calls from outside the Barcelona metropolitan area are taken on 931 537 010 [5]. According to the Guàrdia Urbana reference page, 010 answers from 7:00 to 23:00 [6].
- At the OAC itself, right at the counter.
The 010 line answers in Catalan, Spanish, English and French [3]. Russian is not among them. On the right to submit documents in Spanish: do you need Catalan in Barcelona.
Where are the OACs in Barcelona?
The offices are spread across the city’s districts. The Ajuntament lists offices in Ciutat Vella, Eixample, Sants-Montjuïc, Les Corts, Sarrià-Sant Gervasi, Gràcia, Horta-Guinardó, Nou Barris (including Zona Nord), Sant Andreu and Sant Martí, as well as the central offices at Monumental and on Plaça Sant Miquel [3]. A map of the offices with a district filter is on the OAC page of the Ajuntament’s website [1].
What doesn't an OAC handle?
The lists of procedures the Ajuntament publishes for the OAC contain no immigration procedures [2]. The NIE number is assigned by the Dirección General de la Policía [4], and residence permits are handled by state bodies: the Oficina de Extranjería and the UGE. How these bodies differ and what to submit where is explained in our article who accepts residence permit documents in Barcelona.
The list of procedures for which an appointment is recommended includes registering documents for other administrations [2]. We have not checked whether a particular OAC will accept your residence application; ask on 010 before you go. For help with the NIE, the TIE, cita previa with state bodies and the registration certificate, see the page documents and procedures service, and a general overview of residence grounds is on the page residence permit in Barcelona.
