Which offices accept residence permit documents in Barcelona

In Barcelona, residence documents are accepted by different bodies: DNV applications go only electronically to the UGE, the general regime is handled by the Oficina de Extranjería, the NIE and TIE card are issued by the Policía Nacional and the Oficina de Extranjería, and the visa is issued by the consulate.

In brief
  • DNV: electronically only, to the UGE. Applications under Ley 14/2013 are filed through the Ministry of Inclusion’s sede, not on paper and not at a Barcelona counter [2].
  • General regime (no lucrativa, employment, study, arraigo): the Oficina de Extranjería of the Subdelegación del Gobierno in Barcelona, at two addresses: Passeig de Sant Joan 189-193 and calle Murcia 42 [3].
  • NIE and TIE are handled by the Policía Nacional (comisaría) or the Oficina de Extranjería: both bodies are named in the text of the law and on the Policía website [4][5][6].
  • Visa: it is issued by the Spanish consulate in your country of residence, not by a body in Barcelona [1].
  • Appointments at the Oficina de Extranjería and at the Policía are booked through the cita previa system, and these two bodies have separate queues [7].

Where to apply for the digital nomad residence: the UGE or Barcelona?

To the UGE, and electronically only. Applications under Ley 14/2013 (DNV, entrepreneurs, highly qualified workers and others) are handled by the Unidad de Grandes Empresas y Colectivos Estratégicos (UGE) of the Ministry of Inclusion [1]. The application itself, corrections, additional documents and appeals all go through the Ministry’s sede electrónica, and you need a certificado electrónico [2]. There is no physical counter for these applications in Barcelona.

The permit is granted by the Dirección General de Migraciones, not by the Subdelegación del Gobierno in Barcelona [1]. So a visit to the Barcelona Oficina de Extranjería neither speeds up nor replaces filing with the UGE. How to file is explained in the article applying through the sede electrónica.

What does the Oficina de Extranjería in Barcelona handle?

The Oficina de Extranjería (foreigners’ office) is part of the Subdelegación del Gobierno and accepts general-regime applications under Real Decreto 1155/2024: no lucrativa, employment, self-employment, study, arraigo, family reunification [4]. In the government’s official directory the Barcelona office has two locations: sede 1 at Passeig de Sant Joan 189-193 (08037) and sede 2 at calle Murcia 42 (08027) [3]. Opening hours and the phone number are on the directory page; check them before your visit.

Applications can also be filed electronically. The regulations say that applications for residence and work permits are submitted in person; for people in Spain, this requirement is met both by an in-person visit and by electronic filing [4]. The courts struck down the mandatory electronic filing in article 197.2: the article was declared void by two Tribunal Supremo judgments, of 8 and 29 July 2026, published in the BOE on 22 September 2026 [8][9]. This does not abolish electronic filing; it only means that it can be made compulsory only under another, properly justified rule. How this affects your procedure depends on the type of application.

Where are the NIE and TIE issued: Policía or Extranjería?

The NIE (número de identidad de extranjero, a foreigner’s personal number) is requested from the Dirección General de la Policía directly, through the Oficinas de Extranjería or through comisarías (Policía Nacional stations) [4][5]. You need form EX-15 and the receipt for payment of the tasa on modelo 790 código 012 [5]. People abroad request the NIE through a Spanish consulate [4][5].

The TIE (tarjeta de identidad de extranjero) is requested at any Oficina de Extranjería or comisaría: form EX-17 and a 790 código 012 receipt [6]. The deadline is one month after entry or after the permit is granted [4]. Check the fee amounts on the Policía page [5][6]. More detail: NIE in Barcelona step by step and TIE and huellas.

How do you book an appointment and what should you be ready to prove?

Appointments are booked through the single cita previa de extranjería portal, which shows the available offices and procedures once you choose a province. The portal distinguishes between appointments at the Oficina de Extranjería and appointments with the Policía [7]. Choose by the name of the procedure: an appointment to collect a ready card and one for its first issue are not interchangeable; more in the article cita previa at extranjería.

Which of the two Barcelona bodies takes your procedure on a convenient day is decided by the booking portal, not by us, and it cannot be known in advance. What you will be asked at the appointment depends on your procedure, so check your document set against the procedure’s official page before booking.

Putting together the documents for your procedure and filing them is handled by the team as part of the documents service. For the DNV, use the DNV route card as a guide, and for the move as a whole, the page residence permit in Barcelona.

Frequently asked questions

Where in Barcelona do you submit residence permit documents?
It depends on the ground. DNV applications are filed electronically with the UGE; the general regime is handled by the Oficina de Extranjería at Passeig de Sant Joan 189-193 or calle Murcia 42; the NIE and TIE are dealt with by the Policía Nacional and the Oficina de Extranjería. The visa is issued by the consulate. [1][2][3][5]
Can you file a DNV application at the Oficina de Extranjería?
No. Applications under Ley 14/2013 and everything related to them (additional documents, appeals) are filed with the UGE through the Ministry of Inclusion’s sede electrónica. The Barcelona office does not handle these applications. [1][2]
Where do you get an NIE in Barcelona?
At the Policía Nacional (comisaría) or the Oficina de Extranjería: you need form EX-15, your passport and the receipt for payment of the tasa 790 código 012. This is what the law and the Policía page say. Appointments are made through cita previa, and the portal determines the exact address. [4][5]
Where are fingerprints for the TIE taken in Barcelona?
The TIE application is submitted at any Oficina de Extranjería or comisaría. For a first card you need EX-17 and a 790 código 012 receipt. The exact place is determined by the booking portal. [6][7]
Do you need to travel to Madrid with your DNV documents?
No. According to the UGE page, applications under Ley 14/2013 and all related documents are filed electronically through the Ministry’s sede, so you do not need to go to Madrid or Barcelona in person to file. [2]
Is electronic filing mandatory at the Oficina de Extranjería?
Not by virtue of article 197.2: the Tribunal Supremo declared it void in judgments of 8 and 29 July 2026. The obligation may be set by another properly justified rule for particular procedures, so check your procedure on the official page before filing. [4][8][9]
