Cita previa at extranjería in Barcelona: which appointment to book

Cita previa at extranjería is not a single booking but several queues: one at the Oficina de Extranjería (Delegación del Gobierno) and another at the Policía Nacional, each with its own procedures. First work out which body handles your step, and only then look for a free slot.

Information material, not an individual legal opinion. Conditions apply to each specific situation and may change.
In brief
  • There are two queues. Applications for permits are filed at the Oficina de Extranjería, while the Policía Nacional station (comisaría) handles NIE, TIE, huellas, duplicado, autorización de regreso and tasa 790-012. The sede.administracionespublicas.gob.es website names the responsible bodies separately [1][2].
  • Who books the appointment: the employer for an initial employment permit, the resident or their representative for reagrupación, a parent for a child’s documents, and in all other cases the foreign national or their representative [1].
  • According to the Delegación’s guidance note in Barcelona dated 20.05.2025, some procedures are booked by email (EX19, arraigo EX10, EX24, Brexit) and others through an online form (EX02, EX00, EX03, etc.). Appointments are given to the applicants themselves; third-party representatives who are required to deal with the administration electronically are not given one [2].
  • The DNV does not require an appointment: applications under Ley 14/2013 are filed with the UGE electronically only, and the Oficina de Extranjería does not accept them [3].
  • An appointment arranges a future visit and is not the same as filing: what has legal effect is the filing of the application and the confirmation that it has been registered [1].

Cita previa at extranjería: where and why to book

The sede.administracionespublicas.gob.es website describes the procedure as follows: cita previa for processing applications at oficinas de extranjería (Delegaciones y Subdelegaciones del Gobierno) and cita previa for formalities at the Cuerpo Nacional de Policía, with the Ministerio del Interior as the responsible body for the latter [1]. Both bodies are described on the same page, but their queues are separate. So saying “I need a cita for residence” means nothing: give the exact name in Spanish and the body. For example, “Policía, expedición de TIE / toma de huellas” or “Oficina de Extranjería, reagrupación familiar EX-02”.

Barcelona also has its own rules: the Delegación del Gobierno in Catalonia published a guidance note on filing methods, and the booking procedure it describes differs from the national one [2]. The sections below rely on that note, with one caveat. The note is dated 20.05.2025, and the Tribunal Supremo judgments of 8 and 29 July 2026 annulled Article 197.2 of the Reglamento on mandatory electronic filing, so the procedure may have changed over the past year [2][4][7]. Check the Delegación page before your visit.

Who can book appointments for others and for themselves

The sede page states who must request the appointment [1]. For an initial residence and work permit as an employee, it is the employer or their representative. For reagrupación, the reagrupante or their representative requests it. For permits for minors, a parent or legal guardian does, and the child does not need to be present. In all other cases, the foreign national or their representative [1].

The Delegación’s guidance note in Barcelona adds that appointments are only given to the applicants themselves; third-party representatives who are required to communicate with the administration electronically are not given appointments. It is best to book once you already have all the information and a complete set of documents [2]. If you are using a gestor or a lawyer, agree in advance who will physically attend the appointment and put it in writing. Rules on representation: article 5 of Ley 39/2015 allows a representative if the representation is proven by any reliable means, for example apud acta or an entry in the electronic register of representatives [6]; article 197.4 of the regulation lists, for the general case in Spain, a notarial power of attorney, apud acta and the register [4].

How to book: step by step

  1. Identify the procedure and the body. Open the official page for your procedure (Policía or the Ministry of Inclusion) and write down its name and form [1].
  2. Prepare a complete set with translations and apostilles: do not book “just in case” [2].
  3. Request the appointment in the way specified for your procedure: the Policía system, email, the enquiry form or Mercurio [1][2].
  4. Keep the confirmation. Check the name, document number, office address, date and procedure name [1].
  5. Pay the fee in advance if it is needed at the appointment: for example, modelo 790 código 012 for Policía formalities: how to pay modelo 790.
  6. Attend in person with the originals, the appointment confirmation and the payment receipt [2].

If someone else books the appointment for you, ask for the confirmation and agree who receives notices of changes. Do not hand over your digital certificate, its password or your banking codes for ordinary help with booking: there are legally formalised ways to appoint a representative [6].

If no slots are available

Do not pick some other procedure at random just because it has a free slot: an appointment under the wrong heading will not replace the formality you need. Check whether there is an electronic channel for your procedure: Mercurio accepts a number of initial applications and renewals electronically, and you can also use it to add documents to cases already in progress [5]. For questions to the Oficina de Extranjería in Barcelona, the guidance note gives the phone number 93 520 14 10 (working days, 9-14) and the online enquiry form [2].

Not having an appointment does not stop legal deadlines from running. If the deadline for a formality is running out and there are no slots, keep evidence of your booking attempts and ask for an individual review: whether other ways of completing the formality are acceptable in your case depends on the procedure [4]. Deadlines for the main procedures are collected in the UGE and extranjería deadline calendar. Do not buy appointments from intermediaries: the confirmation must be issued in your name and according to the system’s rules, and a paid service does not override the official procedure.

Common mistakes

  • Booking with the Oficina de Extranjería for something handled by Policía, or vice versa: NIE, TIE and huellas go through Policía [2].
  • Emailing the booking address with attachments or extra text: emails with files or other information are not processed [2].
  • Treating the appointment as filing the application. What has legal effect is the registration of the application [1].
  • Turning up without having paid the fee, or without translations and apostilles [2].
  • Using someone else’s confirmation or booking on behalf of a person without authority to do so: the details must match the applicant [1][6].
  • Waiting for a slot when the procedure is available electronically through Mercurio [5].
  • Handing over certificates and passwords “to help with booking”: this is not part of an ordinary service [6].
  • Forgetting the appointment time: check the date and place in the email in advance [2].

When you need an individual review

A review is needed when the deadline for a formality is close, there have been no appointments for several weeks, the procedure is not on any list, you are filing through a representative, several family members need appointments for different procedures at once, or you are not sure exactly which procedure you need. In these cases the answer depends on your file.

Frequently asked questions

How do I book a cita previa with extranjería in Barcelona?
It depends on the procedure. The Oficina de Extranjería books some procedures by email to the address in the Delegación’s guidance note and others through the online enquiry form; Policía formalities are booked through the Policía appointment system. Check the current rules on the Delegación page [1][2].
How does booking with the Oficina de Extranjería differ from booking with Policía?
The Oficina de Extranjería accepts permit applications; Policía issues NIE, TIE, huellas, duplicado and autorización de regreso and handles tasa 790-012. The Oficina de Extranjería is not involved in booking these formalities [1][2].
Do I need a cita previa for the DNV?
No. Applications under Ley 14/2013 are filed with the UGE electronically through the Ministry of Inclusion sede. You will need an appointment later, for the NIE and TIE at Policía [3][2].
Can a gestor or a lawyer book for me?
Under the Delegación’s guidance note, appointments are given to the applicants themselves, not to third-party representatives who are required to work electronically. Representation for filing is formalised under article 5 of Ley 39/2015 and article 197.4 of the regulation [2][4][6].
What if there are no free appointments?
Check the electronic channel (Mercurio) for your procedure, keep evidence of your booking attempts and do not book under a different procedure. If the deadline for the formality is approaching, ask for an individual review [4][5].
Does an appointment mean the application has been filed?
No. The appointment arranges a visit. What has legal effect is the filing of the application and confirmation of its registration. Keep the appointment confirmation and the proof of filing [1].
Which documents should I bring to the appointment?
Those listed on the page for your procedure: the form, the paid fee, your passport, documents supporting your ground, translations and apostilles. Only book once you have a complete set [2].
