Roadmap · stage 3 of 12

Consulate visa: applying from abroad

You will prepare the national visa application, pay the fees, submit the file at the consulate or BLS and learn the decision and appeal deadlines.

This stage was prepared by the ReloVictory team from primary sources; it has not yet been checked by a lawyer, and each item is marked with the date it was verified.

In brief

  • You apply for the visa at the consulate for your area of residence or through an external provider: for study (article 36.1) and for reunification or employment (article 40.1) the rules allow a representative; for no lucrativa the Moscow consulate accepts applications in person only and decides any exceptions itself
  • From 01.06.2026, residents of the Moscow consular district apply for no lucrativa, study, employment and family reunification visas through BLS; the consulate takes DNV applications by appointment
  • Decision: for no lucrativa and study, the Oficina de Extranjería decides first (a month and 7 days), then the consulate issues the visa within a month; DNV 10 working days
  • A visa refusal is appealed by reposición to the consulate within 1 month or in court within 2 months

Item 46

Where do you download the national visa form and the permit application form for your procedure?

The national visa application form is on the page for your visa on the website of the Consulate General of Spain in Moscow, and the permit form is named in the document list on the same page: EX-01 for no lucrativa, EX-07 for cuenta propia [1][2]. The family reunification application (EX-02) is filed in Spain by the sponsor, not by the family member at the consulate [3]. For other procedures, look for the form in the hoja informativa for your type of permit.

Item 47

How do you pay the no lucrativa permit fee with form 790, code 052?

The fee for an initial no lucrativa residence permit is paid by the applicant with form 790, code 052, item 2.1.1 of Orden PJC/617/2025: €10.94 [1][2]. The Moscow consulate asks for two completed copies of the form or an online payment receipt when you apply [3]. For electronic applications the fee is paid at the moment of filing (article 2.3 of the order), and the voluntary payment period of ten working days runs from filing (article 2.5 a) [1][2]. The consular visa fee is not included.

Item 48

What fee do you pay for an initial study estancia when applying at the consulate?

For an initial estancia permit for study, item 1.1.1 of Orden PJC/617/2025 sets a fee of €10.94 for the main applicant and their family [1]. The Moscow consulate names the consular visa fee separately: it is compulsory and paid when you apply [3]. This is a second payment, not part of the estancia fee [1][3]; the procedure from abroad is described in hoja 1 [2].

The Moscow consulate page adds that when the work permit is requested in Catalonia, the fee is paid directly to the Generalitat [2]; article 2.6 of the order hands collection of this fee to autonomous communities with devolved powers [1].

Item 51

How much is the consular fee for a national visa, and when is it paid?

The consular fee for a national visa is paid in local currency when you apply, and the Moscow consulate publishes the amounts as a separate list at its cash desk [1][2]. The amount for Russia and Belarus is not confirmed: the consulate’s fee page is dated 2022. The law also allows a separate charge by an external provider, that is BLS (article 44.3 of Ley Orgánica 4/2000) [3]. The consulate pages for Kazakhstan and Ukraine were not opened.

Where and by whom is a national visa application filed from abroad?

After you file, the consulate returns a stamped copy of the application showing the date and place of receipt, or sends an acknowledgement of receipt (article 27.1 RD 1155/2024) [1]. The Moscow consulate issues a resguardo with a code you use to check the status of your case at sutramiteconsular.maec.es; for no lucrativa it adds a copy of form EX-01 and the 790-052 payment receipt [2]. You have 10 days to answer a request, extendable by up to 5 days if you ask; when called in, you must appear within 15 days at most [1]. Item 57

What decision deadlines do the rules set for no lucrativa, study and DNV visas?

The statutory deadlines depend on the basis. For no lucrativa, the Oficina de Extranjería decides on the permit within a month, and silence means refusal; the consulate then issues the visa within a month (articles 63 and 39 RD 1155/2024) [1]. For study, the permit is decided within 7 days, again with silence meaning refusal, and the visa is issued within a month (article 36) [1]. You need a passport, a criminal record certificate for adults, a medical certificate and the originals of the documents proving the family relationship [1][2]. You collect the approved visa in person within a month of notification; if you do not, the consulate treats you as having given up the visa and closes the case (article 28.4 RD 1155/2024) [1]. For no lucrativa, the Moscow consulate hands out visas without an appointment, and the notification gives the time frame and opening hours [2]. No recurso de alzada is filed against a consulate decision: the visa decision ends the administrative route (disposición adicional novena RD 1155/2024) [2]. A second reposición cannot be filed [3].

Frequently asked questions

Where do residents of Russia apply for a Spanish national visa?
At the consulate for their district. Moscow covers Russia except Saint Petersburg, the Leningrad, Murmansk, Novgorod, Pskov and Kaliningrad regions and Karelia, which belong to Saint Petersburg. According to the Moscow consulate’s news item of 14.04.2026, from 01.06.2026 study, no lucrativa, employment and family reunification applications are handled by BLS. The Saint Petersburg page in Russian (undated) gives a different list: check the procedure there by email.
Can you apply for a visa through a representative or intermediary?
Article 26.1 RD 1155/2024: the visa is applied for and collected in person; a representative is allowed where the rules provide for it, and may be permitted as an exception if you live far from the consulate or are ill. The rules allow a representative for study (article 36.1), family reunification and employment (article 40.1). For no lucrativa, the Moscow consulate accepts a representative only in justified cases; for other visas its pages refer to a representative who is “debidamente acreditado”. The consulate does not give appointments to agencies.
How long does a national visa decision take?
For no lucrativa, the Oficina de Extranjería decides within a month of receiving the consulate’s communication, and silence means refusal; the consulate then issues the visa within a month. For study, the permit is decided within 7 days, then the visa within a month. For the DNV, the visa is decided within 10 working days (article 75.5 Ley 14/2013).
What should you do if your national visa is refused?
A visa refusal ends the administrative route. File a recurso de reposición with the consulate within 1 month from the day after notification, or bring a court claim (contencioso-administrativo) within 2 months. No recurso de alzada is filed against a consulate decision. A second reposición cannot be filed. Count the deadline from the date of notification, not from the day you read it.
What payments should you expect when applying for a national visa?
State fees under Orden PJC/617/2025: €10.94 for the no lucrativa permit (form 790-052); €10.94 and €203.84 for cuenta propia (790-052 and 790-062); for employment, the employer pays €203.84 or 407.71. The consular visa fee is paid separately when you apply (article 38 h RD 1155/2024); an external provider may charge its own fee (article 44.3 LO 4/2000). The consulate and the provider state these amounts.
How do citizens of Belarus, Kazakhstan and Ukraine apply?
According to the Moscow Consulate General’s page on its consular district, Belarus falls within it, so the Moscow procedure applies. Citizens of Kazakhstan and Ukraine apply to the Spanish mission for their district: check the booking procedure and consular fees on that consulate’s website, and check the page date. Temporary protection for Ukrainian citizens follows a separate procedure that this card does not cover: you need a lawyer.
