TIE and fingerprints: the resident card in Barcelona

You will understand when to request the TIE, which 790-012 fee to pay and how to handle the appointment, fingerprints and collecting the card.

This stage was prepared by the ReloVictory team from primary sources; it has not yet been checked by a lawyer, and each item is marked with the date it was verified.

In brief

  • A TIE is issued with a visa or permit valid for more than six months and must be requested in person within one month (Article 209.1 RD 1155/2024)
  • Form EX-17 is submitted only in person; the fee is paid to the state with modelo 790 code 012
  • In Barcelona, TIE issue, toma de huellas and recogida are handled by the Policía Nacional by cita previa; the Oficina de Extranjería takes no part in booking
  • Autorización de regreso (EX-13): up to 90 days, the authority’s silence means refusal, return only through Spanish border crossings

Item 174

Do I need a TIE?

A TIE is issued to everyone granted a visa or permit for more than six months, and it is requested in person (Article 209.1 RD 1155/2024); a card is also issued for a Ley 14/2013 permit of more than six months (Article 76.2) [1][2]. For a consular visa under Ley 14/2013, Article 75.4 says the visa allows residence without a TIE, while Article 209.1 requires the card; we have found no official clarification of how the two fit together [1][2].

Item 175

How soon after entry or a decision must you request a TIE?

The TIE is requested in person within one month: from entry into Spain on a visa, or from the date the permit was granted or took effect; if the permit’s effect depends on alta in the Seguridad Social, the month runs from the alta (Article 209.1 RD 1155/2024) [1]. For family members of a Spanish citizen who obtained the permit in Spain, the month runs from notification (Article 97.7); for arraigo, from notification of the grant (concesión) (Article 130.6) [1].

Item 176

When do you request a TIE with a work permit or arraigo?

If the permit’s effect depends on alta, the TIE is requested after it: with an initial employee work permit, alta takes place within three months of entry, and the TIE must be requested within a month of the alta (Article 77.8-77.9 RD 1155/2024) [1]. Before issuing the card, the police check the alta themselves (Article 209.11) [1]. For arraigo sociolaboral, alta is required within a month of notification of the decision (Article 130.5) [1].

Item 177

How do you fill in form EX-17 for a TIE?

EX-17 is the TIE application form (Solicitud de Tarjeta de Identidad de Extranjero). The Policía Nacional page describes only in-person filing: the application with proof of payment of tasa 790 code 012 is accepted at any Oficina de Extranjería or comisaría [1]. The TIE is requested in person (Article 209.1 RD 1155/2024) [2]. The blank form is linked from that page; check the application type and fields on the form itself before your visit.

Item 178

How much does a TIE cost and how do you pay the 790-012 fee?

The TIE fee is paid to the state with modelo 790 code 012: the form on sede.policia.gob.es generates the payment slip, and you pay at a bank without needing an account there [1]. A first TIE costs €16.08, on renewal €19.30, a long-term residence TIE €21.87, and a TIE for the family of a Spanish citizen €12 (annex to Orden PJC/617/2025, items 4.1-4.5) [2]. A copy of the payment slip with the NRC is given to the authority within 15 days of payment (Article 2.2) [2].

Item 179

How do you book toma de huellas for a TIE in Barcelona?

In Barcelona, TIE issue, toma de huellas and recogida are handled by the Policía Nacional by cita previa, and the Oficina de Extranjería takes no part in booking them (Delegación del Gobierno en Cataluña notice, updated 20.05.2025) [1]. Booking is through the cita previa de extranjería portal, section trámites ante el Cuerpo Nacional de Policía [2]. The notice is dated, so check the procedure and the portal options when you book.

Item 180

Which documents should you bring to the police station for a TIE?

The Policía page lists two documents for the TIE: form EX-17 and proof of payment of tasa 790 code 012 [1]. Article 209.11 RD 1155/2024 adds that the recipient must prove their identity and payment of the fee [2]. The Policía page does not list a photo or padró; the list in your appointment confirmation may be longer, so check it.

Item 181

Do you have to give fingerprints in person?

The TIE is requested in person (Article 209.1 RD 1155/2024), and form EX-17 is accepted only when you attend in person; toma de huellas takes place at a Policía Nacional station by appointment [1][2].

Item 182

What document do you get after fingerprinting, and does it confirm the card is in progress?

The Policía pages and the Delegación notice do not describe the document issued after fingerprinting. In practice it is called a resguardo, but we have not confirmed this. How to check: ask at the police station when you give your fingerprints and keep everything they give you.

Item 183

Do you need a separate appointment to collect the finished TIE?

The Delegación notice lists TIE issue, toma de huellas and recogida among the Policía procedures with cita previa [1]. Whether this is a separate appointment or a continuation of the same one, and what it is called on the portal, is not clear from official sources: the portal does not open without a session. Ask when you book your fingerprint appointment; when you collect the card you must prove your identity and payment of the fee (Article 209.11 RD 1155/2024) [2].

Item 184

What should you check on the finished TIE when you collect it?

Check your surname and first name, NIE, dates and permit type on the card against the decision. A TIE is valid for as long as the permit it documents (Article 209.7 RD 1155/2024), so the expiry date on the card must match the term in the decision [1]. Changes that alter the holder’s legal status or employment situation lead to a new card being issued for the term of the new decision (Article 209.10) [1].

Item 185

Who is responsible for keeping the TIE, and when is it handed back?

The TIE is personal and non-transferable: keeping it safe is the holder’s responsibility (Article 209.3 RD 1155/2024), and it can be taken away only in the cases set out in Ley Orgánica 4/2000 and Ley Orgánica 4/2015 (Article 209.5) [1]. When the card has expired or a renewal has already been approved, the old card is handed in at the police station for your place of residence (Article 209.8) [1].

Item 186

What should you do if your TIE is lost or stolen?

Loss, theft or damage of a TIE leads to a new card being issued at the holder’s request: this is not a renewal, and the new card is valid for the remaining term of the old one (Article 209.9 RD 1155/2024) [1]. In Barcelona, the duplicado, the card support number and tasa 790-012 are handled by the Policía with cita previa [2]. The Policía tasas table has no separate line for a duplicado, so check the amount when you book [3].

Item 187

How do you get an autorización de regreso if you need to travel during a renewal?

An autorización de regreso lets you leave and come back while a renewal is pending or a lost TIE is being replaced; it is not granted automatically (Article 5 RD 1155/2024) [1]. You submit form EX-13 with the 790-012 receipt in person; the fee is €10.72, it is valid for up to 90 days, and the authority’s silence means refusal [1][2]. In Barcelona, regreso is one of the Policía procedures with cita previa [3].

Frequently asked questions

How soon do you need to get a TIE?
Within one month. The month runs from entry into Spain on a visa, or from the date the permit was granted or took effect; if the permit’s effect depends on alta in the Seguridad Social, the month runs from the alta (Article 209.1 RD 1155/2024). The card is requested in person. Breaching TIE obligations carries penalties under Ley Orgánica 4/2000 (Article 209.4), so put the decision date in your calendar straight away.
How much does a TIE cost and who is the fee paid to?
The TIE fee is paid to the state with modelo 790, code 012, before you apply. A first TIE costs €16.08 under line 4.2 of the annex to Orden PJC/617/2025. Other lines in the Policía table: TIE on renewal, long-term residence TIE and TIE for the family of a Spanish citizen. The table has no separate line for a duplicado after losing the card, so check the amount when you book.
How do you book fingerprinting and TIE collection in Barcelona?
According to the Delegación del Gobierno en Cataluña notice of 20.05.2025, TIE issue, toma de huellas and recogida take place at Policía Nacional stations by cita previa, and the Oficina de Extranjería takes no part in booking them. You book through the cita previa de extranjería portal, in the section for trámites ante el Cuerpo Nacional de Policía. The notice is dated, so check the procedure and the portal options when you book.
What should you do if your TIE is lost or stolen?
Apply for a new card: under Article 209.9 RD 1155/2024, after loss, theft or damage it is issued at the holder’s request for the remaining term, and this is not a renewal. In Barcelona the duplicado is handled by the Policía by cita previa. While the duplicate is being processed, you can request an autorización de regreso for travel, provided you have applied for the duplicate. Check the duplicado fee when you book: the tasas table has no separate line for it.
Can you leave Spain while your residence permit is being renewed?
For returning during a renewal or while a lost TIE is being replaced, there is the autorización de regreso under Article 5 RD 1155/2024: form EX-13, up to 90 days, filed in person. It is not granted automatically, the authority’s silence means refusal, and entry with it is possible only through Spanish border crossings. Buy tickets after you have the document, not before.
