- When the informe is needed: always for arraigo socioformativo; for arraigo social only if you have no family ties with residents (spouse, pareja registrada, parents, children). It is not needed for sociolaboral, segunda oportunidad or familiar [1][5].
- Who issues it: the Generalitat de Catalunya (Departament de Drets Socials i Inclusió, Direcció General de Migracions i Refugi). The application is preferably submitted to the Ajuntament where you are registered in the padrón, which prepares a proposal [4][5].
- Time and cost: under the Reglamento the report is issued within one month; the Generalitat says “no more than 30 working days”; it is free. If the report is not issued on time, it can be replaced with evidence [1][3][4].
- Validity: six months from issue; the report covers at least the last two years [3].
- The oficina de extranjería does not take an unfavourable report into account, and the report itself cannot be appealed: you can challenge the final decision [3][4].
What the informe de integración social is and who needs it
The informe de integración social is an official document in which the regional authorities confirm that you have taken part in training, know the country’s values and are learning the languages of the place where you live. In Catalonia it is called the informe d'esforç d'integració [4]. Only two types of arraigo require it [1]:
| Situation | Is the informe needed |
|---|---|
| Arraigo social, with resident family (spouse, pareja registrada, parents, children) and means of at least 100% IPREM | No: you prove the ties and the means |
| Arraigo social, no such ties | Yes |
| Arraigo socioformativo | Yes, always |
| Sociolaboral, segunda oportunidad, familiar | No |
Legal basis: article 127, letters c and d, Real Decreto 1155/2024 [1]. Arraigo itself and its types: what arraigo is, arraigo social, arraigo socioformativo.
Who issues the informe in Catalonia
The Reglamento says the report is issued by the authorities of the autonomous community where you live, or, where the community has so decided and informed the ministry, by the local corporation [1][2]. In Catalonia the report is issued by the Generalitat: under its criteria it is the only body competent to issue and notify reports, while the Ajuntament where you are registered in the padrón prepares a proposal and sends it to the Generalitat through the EACAT platform [5]. In its table of regions, the ministry names the Generalitat for Catalonia [6]. The municipality may not require a minimum period in the padrón to accept the application [5].
Real Decreto 316/2026 clarified the role of local authorities for other regions. We found no updates to the procedure for Catalonia after April 2026; the Generalitat’s page is dated 25 September 2025.
How to get the informe: step by step
- Make sure you need the report (see the table above) and that you are registered in the padrón where you live. The “domicilio” for the report is the address where you are registered in the padrón on the date of the request, however long you have been there [3].
- Gather the documents (list below).
- Submit the form “Sol·licitud d'informe d'esforç d'integració social”, preferably to the Ajuntament where you are registered in the padrón, or through the general register [4]. On registering your address: empadronamiento in Barcelona.
- The Ajuntament checks that your passport is valid and prepares a proposal [5].
- The Generalitat issues the report and notifies you. With electronic notification you have 10 calendar days to open it; after that it is deemed delivered [4].
- Attach the report to your arraigo application: the date of issue must fall within the six months before you apply [3].
If the report is not attached, the application is not rejected automatically: the oficina will give you no more than 15 days to correct it, otherwise you will be deemed to have withdrawn the application [3]. Under article 130.1 the application is filed by the foreign national in person; filing by a representative is possible under article 197.4 (a notarial power of attorney or apud acta in the electronic register, or through participants in a convenio or the Registro de Colaboradores); whether you need one in your case is decided by a lawyer [1].
Which documents to submit with the application
The Generalitat lists the following documents [4][5]:
- the signed application form and an identity document: passport or cédula, and if the passport is being renewed, a certificate of this;
- proof of two years in Spain: a “volant d'empadronament històric” or other admissible evidence [4];
- a certificat d'acollida under Llei 10/2010 (if you have one): it is enough to prove everything the report covers [5];
- without that certificate: proof of training (values of Spain, Catalonia and the EU, human rights and similar) stating the centre, dates, number of hours and content, signed by the person responsible, and proof of learning Catalan and Spanish [4][5].
Exempt from proving training are those who have ESO, bachillerato or an intermediate or higher ciclo formativo; anyone who has already had a favourable report; and people in extreme vulnerability. Nationals of countries where Spanish is official do not need to prove Spanish [4]. We did not find the exact levels and hours for the languages in public sources: for languages the Generalitat currently applies the rules of its 2017 instruction, and they need to be confirmed [5].
Timeframes, validity and cost
The Reglamento sets a time limit of one month from the request [1]. The Generalitat says the report can be issued and notified within a maximum of 30 working days from submission [4]. These time limits do not match, and we have not established how the oficina deals with the difference. The report is valid for six months [3], and the procedure is free: both the Generalitat and the ministry say so explicitly [3][4].
If the report is not issued on time, the law allows you to prove the requirement with any evidence, provided you can prove the delay [1]. Instruction SEM 4/2025 lists such documents: padrón and other public papers, private documents in your name (medical, educational, money transfers, account movements, phone and electricity contracts, rental), training and language certificates, bank certificates, documents about relatives [3]. Substitutes cannot be submitted until the month has passed [3]. More on evidence: how to gather proof of residence.
What the report contains and how the oficina de extranjería reads it
The report always contains your details, the date of issue, the issuing body and confirmation of a stay of at least two years [3]. It may assess training, knowledge of values, languages, integration programmes, housing (the padrón is enough), means, including future ones, and family ties, including those not named in article 127.c [3].
The report is not binding on the oficina and must be either favourable or unfavourable [3]. The oficina does not take the report into account if it is unfavourable or if you did not attach it yourself [3]. The Generalitat explains that the report is a procedural act and cannot be appealed, but you can disagree with and challenge the final arraigo decision [4]. A favourable report does not promise approval: the oficina checks the other requirements [1].
How to fit the informe around your study timeline under arraigo socioformativo
For socioformativo, the report and the application have different time limits. If enrolment has an official registration period, the arraigo application is filed within the two months before it starts, and proof of enrolment is brought to the oficina within three months of the decision [1]. The report is valid for six months from issue [3].
So the order is: choose a programme from the list, request the report so that its date of issue stays within the six months before you apply, and file the application straight after it is issued. The list of eligible programmes (bachillerato, ciclos de grado medio, adult education and others) is in annex II of instruction SEM 1/2025 [7]. If enrolment is not confirmed on time, the authorisation ends [1]. The same socioformativo cannot be obtained again within three years [7].
Common mistakes
- An out-of-date report. Issued more than six months before you apply: it will not be accepted [3].
- Applying in the wrong municipality. The proposal is prepared by the Ajuntament where you are registered in the padrón [5].
- Training documents without hours or a signature. The Generalitat asks for the centre, dates, hours, content and a signature [5].
- Submitting substitutes too early. They can only be submitted after the one-month period has passed [3].
- Confusing it with the housing report. The informe d'adequació de l'habitatge is needed for reagrupación familiar; it is a different document [5].
- Relying on old descriptions. Texts about “INF02” and “three years” refer to the procedure before 20 May 2025 [4].
When you need an individual review
If you have gaps in the padrón, a recent registration, a past application for protection, if it is unclear which group you belong to (whether you have resident family and means), or you do not know which courses will count, a review before applying saves time. The Generalitat decides, not us.
How we can help
The ReloVictory team in Barcelona helps you work out whether you need the report, gather proof of training and residence, prepare the application to the Ajuntament and then the arraigo file; the application is filed by the team’s lawyer under a power of attorney or by you, as set out in the contract. We are not responsible for how long the Generalitat and other authorities take to respond. To book: consultation, section arraigo. Where the report fits among the other steps is shown in the arraigo route card, and the general procedure after moving is in the section residence permit in Barcelona.
