An investment starts with assumptions
Write down the scenario before calculating a return. Distinguish verified inputs from assumptions and seek professional review of use, costs and applicable restrictions.
Scenario first, return second
Write down how the property will be used: long-term letting, temporary letting, your own home for part of the year, or resale. Each option needs three blocks: income, costs and the rule that allows that use at that address.
Label every figure. Verified means there is a document, official statistics or a written quote. Assumption means your estimate. A return built on assumptions is still an assumption, however many decimal places the spreadsheet shows.
Holiday lets: what is known as of 26.10.2026
- Definition. According to Ajuntament de Barcelona, a tourist flat (HUT) is let as a whole for up to 31 days. It needs a municipal licence and a Generalitat registration number (NIRTC).
- Barcelona. On 21.06.2024 the city announced it would apply Decret llei 3/2023: existing licences expire in November 2028 and no new ones are granted. The Constitutional Court dismissed the challenge to the decree (STC 64/2025).
- A specific address. The Ajuntament page has a licence search by address. A licence today does not mean income after 2028. A review of the PEUAT plan was announced from 2025; we have not confirmed its outcome as of 26.10.2026.
- Suburbs. Sant Cugat del Vallès, Castelldefels and Sitges are among the 262 municipalities covered by Decret llei 3/2023: a new HUT needs a prior planning licence, there is a cap of 10 HUTs per 100 residents, and licences last 5 years. Castelldefels announced an inspection campaign against illegal tourist lets on 10.03.2026. Check the current status of an address with the town hall.
- Legal overview: letting property to tourists.
Long-term and temporary letting
Barcelona is designated a stressed residential market area (zona de mercat residencial tensionat, Resolució TER/800/2024). Resolució TER/3739/2026 of 16.10.2026 extended the designation for one year in 118 municipalities, and Barcelona appears in the explanatory report for the extension. Sant Cugat, Castelldefels and Sitges were on the 2023 list of such areas. Rent limitation rules apply in these areas: a lawyer should check how they affect your future tenancy before you buy.
For temporary lets, Barcelona gave initial approval on 05.12.2024 to an amendment of the city plan (PGM) separating permanent and temporary residential use. We have not confirmed final approval, so keep a temporary-letting scenario in the assumptions column.
Income benchmark: according to Generalitat data on deposits lodged with INCASÒL, the average rent on new contracts in Barcelona in 2025 was €1,134.61 a month, or €16.67 per m². That is a city average, not a forecast for your flat. If the flat is already let, the tenancy passes to the buyer with the tenant (article 14 LAU), and income is set by the existing contract.
Costs that reduce income
- Purchase tax. A buyer classed as a large residential owner pays 20% ITP unless the home is a main residence: more than 10 homes in Catalonia, more than 1,500 m² of residential floor area, or five or more homes in stressed market areas. Tourist flats count. More: purchase taxes.
- IBI. Barcelona's general rate is 0.66% of a base derived from the cadastral value.
- Comunidad de propietarios. Ordinary fees, derramas (special levies) for works and a fondo de reserva of at least 5% of common expenses. The building's statutes may restrict activities in the units: read them before buying.
- Tax on rental income depends on the owner's residence status. A tax adviser calculates it.
- Empty months, works between tenants, management. These are assumptions: enter your own figures and note where they come from.
Stress test and exit
Run the scenario three times: base case, higher costs, lower income. Then ask separately what happens if the rule on use changes, as it already has for tourist licences in Barcelona. If the scenario only works under the best assumptions, that is a reason to stop.
Describe the exit strategy before buying. On a sale the seller, which will be you, pays the plusvalía municipal. If the seller is a non-resident individual, the buyer withholds 3% of the price on account of the seller's tax. Purchase tax, notary and registry costs are not recovered on a sale, so a short holding period is expensive. A lawyer checks use and restrictions, a tax adviser the taxes, an architect the condition.
