- No exchange. Russia, Belarus and Kazakhstan are not in the DGT table of countries with a convenio de canje, updated on 26.06.2026 [1].
- Six months. A Russian licence is valid in Spain for no longer than six months from the moment you acquire residencia normal, and only while the licence itself is in force (article 21 of the Reglamento General de Conductores) [2][3].
- Fine of up to €500. According to the DGT, driving with a third-country licence that was not exchanged in time carries a fine of €200 (if the licence can be exchanged) up to €500 [4].
- The €94.05 fee (tasa 2.1) covers two attempts, and a passed stage remains valid for two years [5][6].
- There is no Russian at the exam: the category B theory test is taken in Spanish, Catalan, English, French, German or in the lectura fácil version [7].
- Your experience does not count. With a Spanish licence you are a novice: the V-13 sign for a year, 8 points, a 0.15 mg/l alcohol limit for two years [9][10][11].
Russian driving licence in Spain: why there is no exchange
Canje, the exchange of a licence without exams, only works in Spain for countries that have signed a bilateral agreement on mutual recognition of driving licences. This follows directly from article 22 of the Reglamento General de Conductores (Real Decreto 818/2009, hereinafter RGC): third-country licences can be exchanged under a convenio, and all other drivers have to obtain a Spanish licence in the ordinary way [2]. The list of countries with an agreement is kept by the DGT (Dirección General de Tráfico). In the version of 26.06.2026 it includes, for example, Ukraine, Moldova, Georgia, Turkey, Morocco and the United Kingdom, but not Russia, Belarus or Kazakhstan [1].
In practice, the question of exchanging a Russian licence comes down to exams. An application for canje with a Russian licence will get you nowhere, however many years you have been driving. The only exception concerns professional drivers: if you have worked as a driver for a Spanish company for at least six months under a contract and with contributions to the Seguridad Social, the DGT sede describes an exchange for countries without a convenio through a road driving test and tasa 2.1 [12]. For an ordinary category B licence, this route does not suit most people who relocate.
A general overview of the exchange for CIS countries, including Ukraine, is in the article exchanging a driving licence in Spain. This article covers only the route without an exchange: deadlines, money and preparation.
How long you can drive on a Russian licence and what happens next
Under article 21 of the RGC, a third-country licence is valid in Spain if it is in force, you have reached the age required for the Spanish equivalent, and no more than six months have passed since you acquired residencia normal [2]. If residence has not been confirmed, the six months are counted from your lawful entry into Spain [2]. The licence must be in Spanish, come with an official translation or follow the model of the Geneva or Vienna Convention [2][3].
The DGT advises getting an international driving permit in your own country before you leave: it is valid for a year, only together with your national licence and passport, and Russian is among its eight languages [3]. It does not extend the six-month period.
After six months, a Russian licence is no longer valid in Spain. In its article on document offences, the DGT states that driving with a third-country licence not exchanged in time carries a fine of €200 (for licences that could have been exchanged) up to €500 [4]. A Russian licence cannot be exchanged, so it is sensible to assume €500. But the main risk lies elsewhere: without the exams you cannot drive legally.
From what date the six months are counted
The law refers to residencia normal but does not name a specific document. It may be your entry on a national visa, the decision on your residence permit or the issue of your TIE. Take the earliest of these dates and plan from it: a two-month margin is cheaper than a fine.
How long it takes to get a Spanish licence
The DGT does not guarantee a waiting time for the exam [6], so an exact timetable is impossible to give. The internal time limits of the procedure, however, are known, and they show where you can lose time.
| Stage | Official time limit | Source |
|---|---|---|
| Medical check before applying | report valid for 90 days | [6] |
| Passed theory test | valid for 2 years | [5] |
| Licencia de aprendizaje without a driving school | up to 8 months | [8] |
| Permiso provisional after the practical test | 3 months, only in Spain | [5] |
| Plastic card by post | about 6 weeks | [5] |
A realistic goal: pass the theory test in the first three to four months of residence, while your Russian licence is still valid and you can use it in everyday life. Then, by the end of the six-month period, you will already be cleared for the practical stage. Those who put the theory off “until later” almost always end up without a car for a while.
How much a Spanish licence costs if you hold a Russian one
There is only one mandatory payment to the DGT: tasa 2.1, €94.05 on the DGT sede [6]. It covers two attempts at the exam. If both fail, you file a new application and pay again [5]. All other costs depend on your choices.
| Expense | Amount | Mandatory |
|---|---|---|
| DGT tasa 2.1 | 94,05 € | yes [6] |
| Medical check at a CRC | price set by the centre | yes [6] |
| Driving school | free pricing | no [5] |
| Training car and L sign | if you prepare on your own | for practice por libre [8] |
| New tasa after two failures | tasa 2.1 again | when retaking [5] |
We do not quote prices for driving schools or medical centres: there are no official rates, and figures from school websites quickly go out of date. What usually costs the most is not the fee but extra attempts and practical lessons, so it is better to save on theory preparation rather than on practice.
How to get a Spanish licence step by step
- Decide how you will prepare. The DGT allows you to prepare and register for the exam por libre, without a driving school [5].
- Pass the medical check at a Centro de Reconocimiento de Conductores and get an informe de aptitud psicofísica [6].
- Pay tasa 2.1 and file Modelo 04: online with Cl@ve, a digital certificate or DNIe, or in person at the Jefatura Provincial de Tráfico by appointment with a valid residence permit [6]. How to get access is described in the article Cl@ve and Mi Carpeta Ciudadana.
- Pass the theory test, a multiple-choice test like the DGT practice tests [5].
- Practise at a driving school or with a licencia de aprendizaje [8].
- Pass the practical test on public roads [5].
- Get the permiso provisional, then the card by post [5].
A step-by-step checklist is in the route card Russian licence: 15 steps to a Spanish one, and the general route for all countries is on the card driving licence in Spain.
How to prepare if your Spanish is still weak
Russian is not on the list. According to the Modelo 04 form, the category B theory test is taken in Spanish, the languages of the autonomous communities (Catalan in Catalonia), English, French or German; there is also a lectura fácil version with simplified wording [7]. For your preparation, this means:
- Choose the exam language straight away and practise only in it. Russian translations of the tests create false confidence: at the exam, the catch is usually in the wording.
- If your English is stronger than your Spanish, take the test in English, but learn the Spanish names of signs and manoeuvres: the examiner at the practical test speaks Spanish.
- Use the free tests on dgt.es: the question format is close to the exam [5].
- Lectura fácil is worth considering if your Spanish is at beginner level.
Driving practice: driving school or on your own
An experienced driver usually assumes the practical test will take care of itself, but the DGT examiner assesses driving by Spanish criteria: priority at roundabouts, lanes, pedestrians. If you prepare without a driving school, after the theory test the Jefatura issues a licencia de aprendizaje for up to eight months [8].
The requirements are strict: a car with dual brake and clutch pedals, a manual gearbox and an L sign (V-14) at the front and rear; a companion who has held a B licence for more than five years with no serious offences in five years, a relative, friend or neighbour, unpaid [8]. With this licence, speed is limited to 40 km/h in town and 80 km/h outside town [8]. Finding a dual-control car as a private individual is not easy, so many people with Russian driving experience take only a few lessons at a driving school before the exam.
Common mistakes made by Russian licence holders
- Waiting for an exchange. They apply for canje or wait for an agreement to appear. It is not in the DGT table [1].
- Counting six months from the TIE. The period runs from the start of residencia normal, and the TIE is often issued later [2].
- Relying on an international driving permit. It does not extend the six months [3].
- Doing the medical check too early. The report is valid for 90 days, and an expired one has to be obtained again [6].
- Using an automatic car for practice por libre. A licencia de aprendizaje requires a manual gearbox [8].
- Forgetting about novice status. The V-13 sign is mandatory for the first year with a Spanish licence [9], the 0.15 mg/l alcohol limit applies for two years [10], and you start with 8 points, reaching 12 only after two years without offences that cost points [11].
What to do with your Russian licence once you have a Spanish one
In an exchange, the DGT keeps the original foreign licence [1]. We did not find any requirement on the DGT pages to hand in a Russian licence when obtaining a Spanish one through exams; check this with the Jefatura when you collect the card. In Spain, a Russian licence does not entitle you to drive after six months of residence. For trips outside the EU, Spanish residents obtain an international driving permit at the Jefatura Provincial de Tráfico (article 32 of the RGC) [2]. How a Russian licence works in Russia itself is governed by Russian rules, which we do not cover.
How we can help
The exams are entirely the DGT’s responsibility, and we do not advise on the licence itself. We help with what your deadline depends on: working out from which date your residence under your residence permit is counted, preparing translations of documents (sworn translation) and planning your first steps after receiving your TIE. The first 15 minutes of a consultation are free: book.
