For people from former CIS countries

Can Russian Citizens Get a Spanish Residence Permit in 2026?

Yes. The route to a residence permit depends on your situation, not on Russian citizenship: Real Decreto 1155/2024 applies to third-country nationals [1]. What differs is the path before you apply: the visa at the consulate, documents from Russia and the rules for short-stay visas.

In brief
  • Yes, a Russian citizen can get a residence permit in Spain on the same grounds as other third-country nationals: work, study, family, no lucrativa, international teleworking and others [1][2].
  • For most grounds, the application starts with a national visa at the consulate for your place of residence. For Russia, this is Moscow or Saint Petersburg, depending on the region [3][4].
  • From 1 June 2026, the consulate in Moscow accepts some national visas through the visa centre: study, employment, family reunification, residencia sin finalidad laboral and several others [5].
  • The digital nomad permit cannot be applied for directly from abroad: you need a visa from the consulate. Applications to the UGE are made by people who are already legally in Spain [6].
  • Since November 2025, short-stay Schengen visas for Russians applying in Russia have mostly been issued as single-entry [7].

Can a Russian citizen get a residence permit in Spain?

Yes. Real Decreto 1155/2024 (the regulation implementing the immigration law, in force since 20 May 2025) applies to third-country nationals. The visa requirement based on nationality is set by EU law, not by the regulation itself [1]. For Russians, it concerns short-stay visas of up to 90 days [8]. We have not found any separate regime or ban for Russians in the rules we read or on the consulate’s pages.

Which ground will suit you depends on your case: your source of income, work, family and study plans. We cannot tell you in advance what will be approved for you specifically.

Which residence grounds are open to Russians?

The consulate in Moscow lists these national visas: study, internship, researcher, family reunification, employment and self-employment, entrepreneur, highly qualified worker, investor, no lucrativa, international teleworking (digital nomad), and family of Spanish citizens [2]. The table shows which of them the consulate’s notice of 14 April 2026 moves to the visa centre.

GroundAt the visa centre from 01.06.2026
Study, internship, researcherYes [5]
Family reunification (general regime)Yes [5]
Employment, highly qualified workerYes [5]
Residencia sin finalidad laboral (RES category in the notice)Yes [5]
International teleworking (digital nomad)Not named in the notice; the consulate in Saint Petersburg accepts these applications by appointment [11]
Self-employment, entrepreneur, investorNot named in the notice

The consulate accepts the other categories itself, by appointment requested by email [9]. Check the consulate’s page before applying to see how this currently works for your category.

Do you have to travel to Spain to apply for a residence permit?

For most grounds, no: the first application goes through a visa at the consulate of the country where you legally live. For international teleworking, the UGE states plainly that the permit is not applied for directly from the country of origin: you need a visa from the consulate, and you can apply to the UGE 60 days before your visa expires or while you are legally in Spain [6]. What counts as legal stay and how a single-entry Schengen visa fits with this is covered in the article on applying for the DNV from Spain on a tourist visa.

What is different for Russians in practice?

  • Consulate by region. Moscow covers Russia except Saint Petersburg and the Leningrad, Murmansk, Novgorod, Pskov and Kaliningrad regions and Karelia, which come under the consulate in Saint Petersburg [3][4].
  • Proof of residence. Russian citizens attach the original and a full copy of their internal passport [8].
  • Schengen. For a trip of up to 90 days, Russians need a Schengen visa, and it is more often issued as single-entry [7][8]. More: single-entry visas for Russians.
  • Documents. Russian official documents, such as a criminal record certificate, must be apostilled and translated by a sworn translator [10]. How to do it: apostille on Russian documents.

What we don’t know and what to check

Official sources do not describe processing times at the consulate, the chances for a particular ground or how the consulate applies the rules to your set of documents. The rules on the visa centre and the categories changed in 2026, so check the consulate’s page on the day you apply. Choosing a ground is covered in the article which residence permit grounds work for Russians; the general procedure is set out on the page residence permit in Barcelona on your own, for remote work there is the DNV route card, and an individual review is available through a consultation.

Frequently asked questions

Can a Russian get a residence permit in Spain without a visa?
For most grounds, no: everything starts with a national visa at the consulate. The exception is international telework: you can apply to the UGE if you are already legally in Spain, but this permit is not applied for directly from abroad. Your legal stay is shown by the dates of your visa or authorised stay (estancia). [6]
Can you apply for a Spanish residence permit directly from Russia?
Yes, but through the consulate: Moscow or Saint Petersburg, depending on your region of residence. Since 1 June 2026, some national visas are accepted by the BLS visa centre, and the consulate accepts the rest by appointment. It is best to check the procedure for your category on the consulate’s page on the day you book, because the rules changed in 2026. [3][4][5]
Do Russians face special restrictions on Spanish residence permits?
We have not found a separate regime for Russians in Real Decreto 1155/2024 or on the consulate’s pages. Short-stay Schengen visas do have specific rules: a European Commission decision of 6 November 2025 restricted the issue of multiple-entry visas to Russians applying in Russia, so they are mostly issued as single-entry. [1][2][7]
Which Spanish consulate covers your region of residence in Russia?
Moscow covers Russia except Saint Petersburg and the Leningrad, Murmansk, Novgorod, Pskov and Kaliningrad regions and Karelia. These regions are covered by the consulate in Saint Petersburg. You apply according to your place of legal residence, so Russians need a copy of their internal passport with the registration stamp. [3][4]
Is the digital nomad residence permit suitable for Russians?
Yes, if the work is done remotely for a company outside Spain: the applicant can be a third-country national over 18. The income, degree and document requirements are the same for all third-country nationals. The details are covered in the article on the DNV for Russians. [6]
Do you need a Schengen visa to get a residence permit?
Not for the national visa leading to a residence permit; that is a different document. A Schengen visa is needed for a trip of up to 90 days, including if you plan to enter first and then apply for the DNV from Spain. In that case, you apply while your stay is legal, and a single-entry visa limits your travel until the decision. [8]
