Wealth Tax in Catalonia: Who Pays and How It Is Calculated

Wealth tax in Catalonia (impost sobre el patrimoni) is paid by residents of the region whose net assets on 31 December exceed the exempt minimum of €500,000; rates range from 0.210% to 3.480%. A return must be filed even with no tax to pay if your assets are worth more than €2,000,000.

Information material, not an individual legal opinion. Conditions apply to each specific situation and may change.
In brief
  • A tax on individuals’ net wealth (Impuesto sobre el Patrimonio): a direct personal tax under Ley 19/1991. It accrues on 31 December each year and is calculated on the assets held on that date [1][2].
  • Tax-free allowance for residents of Catalonia: €500,000. In regions without their own rule, it is €700,000. The home you live in is excluded from the base, but only up to €300,000 [1][2][4].
  • Scale for 2022-2025: from 0.210% on the first €167,129.45 of the base after deducting the allowance up to 3.480% on the part of the base above €20,000,000 [1].
  • A return (modelo 714) must be filed if there is tax to pay or if the value of the assets exceeds €2,000,000. For 2025 the window ran from 8 April to 30 June 2026, and no later than 25 June if the payment was by direct debit [1][6].
  • A resident pays on worldwide assets, a non-resident only on assets in Spain. Residence is determined under the IRPF rules on the accrual date [2][3].

What is wealth tax in Catalonia?

The wealth tax in Catalonia is the national Impuesto sobre el Patrimonio, whose revenue from the region’s residents has been fully ceded to the Generalitat de Catalunya. The ATC agency describes it as a direct personal tax on an individual’s net wealth: everything you own, minus charges and debts [1]. Its legal basis is Ley 19/1991, Article 1 [2].

The tax is annual. It accrues on 31 December and applies to the assets that belonged to you on that exact day [1]. How much money you had in March does not matter. What matters is the snapshot on 31 December.

Catalonia sets its own tax-free allowance and rate scale. It is the same situation as with IRPF: the tax is national, but the regional part differs. Which agency is responsible for what is explained in AEAT and ATC: who handles what.

Who pays wealth tax in Catalonia?

Spanish tax residents pay the tax under personal liability (obligación personal): they are taxed on all their net wealth, wherever it is located. Non-residents pay under real liability (obligación real): only on assets located in Spain or that can be realised in Spain [2].

The law also counts as Spanish assets shares in unlisted companies if at least 50% of their assets consist of property in Spain [2]. This also applies to anyone who owns a flat through a company.

Residence for wealth tax purposes is determined under the IRPF rules: Article 5 of Ley 19/1991 refers to them, and Article 28 of Ley 22/2009 specifies that, for the regional link, IRPF residence on the accrual date is used [2][3]. In other words, you pay in Catalonia if on 31 December you are a Spanish tax resident and are considered a resident of Catalonia specifically. For the region, the law looks at where you spent the most days of the tax period and, if that cannot be determined, where your main centre of interests is [3]. If you live in Barcelona, that usually means Catalonia. More on the 183-day rules: tax residence in Spain.

A separate group: those who have opted for the special regime for relocated workers (modelo 149, the “Beckham Law”). Under Article 93 of Ley 35/2006 they are subject to IRNR and pay wealth tax only as non-residents, on their assets in Spain [8].

What is included in the tax base and what is excluded

The base is net wealth: assets minus debts. Each type of asset is valued under the statutory rules, which depend on its nature. Debts are deducted if they are supported by documents. Interest on a debt is never deducted from the base [1].

ItemHow it is treatedSource
The home you live inExcluded up to €300,000, the rest is included in the base[1]
Household contents (aixovar)Excluded[1]
Pension plansRights under the listed plans are excluded[1]
An author’s intellectual propertyExcluded while it remains part of the author’s assets (industrial property only outside a business)[1]
Business and company sharesExcluded if the conditions of Article 4 of Ley 19/1991 are met[1]
Accounts, shares, property, vehiclesIncluded in the base at their value on 31 December[1][2]

The home exemption applies up to €300,000: the ATC states “amb un import màxim de 300.000 euros” for the habitatge habitual [1]. Anything above that is included in the base. The tax on that part depends on the value of the home and your debts, and has to be calculated from the documents.

How the tax is calculated: steps and scale

The calculation takes six steps: value the assets on 31 December, deduct exempt assets and debts, deduct €500,000, apply the scale, check the joint limit with IRPF, and deduct credits.

  1. Base (base imponible): net wealth valued under the law [1].
  2. Tax-free allowance: €500,000 is deducted from the base, giving the base liquidable [1].
  3. Scale: the tax (cuota íntegra) is calculated progressively, as with IRPF, with each rate applied to its own band of the base [1].
  4. Limit with IRPF: the combined cuota íntegra of wealth tax and IRPF cannot exceed 60% of the IRPF tax bases. Any excess is deducted from the wealth tax, but by no more than 80% of that tax, so you will still have to pay at least 20% of it [1].
  5. Credits: a resident deducts the lower of two amounts: the personal tax actually paid abroad on those assets, or the average effective rate of the Spanish tax applied to the part of the base taxed abroad (subject to international treaties). There are also tax reliefs (bonificaciones): 75% for assets in Ceuta and Melilla, 99% for protected assets of people with disabilities, 95% for forests with an approved management plan [1].

The scale for residents of Catalonia for 2022-2025 is as follows [1]:

Part of the base after deducting €500,000, €Rate on this part, %
0 - 167 129,450,210
167 129,45 - 334 252,880,315
334 252,88 - 668 499,750,525
668 499,75 - 1 336 999,750,945
1 336 999,75 - 2 673 999,011,365
2 673 999,01 - 5 347 998,031,785
5 347 998,03 - 10 695 996,062,205
10 695 996,06 - 20 000 0002,750
over 20,000,0003,480

An illustration, not a calculation for your case. If your net wealth is €800,000, the base after the allowance is €300,000. According to the ATC table, the cumulative tax on €167,129.45 is €350.97, and the remaining €132,870.55 at 0.315% adds about €418.54. The total is about €769.51 before the IRPF limit and credits. For this example we used the 2022-2025 scale: which scale will apply on 31 December 2026 had not been published by the ATC on the date we checked.

Whether you must file a return and when

Residents of Catalonia must file a return in two cases: the result after the €500,000 allowance, deductions and reliefs shows an amount to pay, or the value of the assets exceeds €2,000,000 [1]. The second case matters: you file a return even when the tax is zero if the value of your assets is above that threshold. For non-residents, AEAT gives the same two criteria and the same form [9].

There is one form, modelo 714, and it can only be filed electronically: you need an electronic certificate, Cl@ve Móvil, a reference number or eIDAS. AEAT adds a condition: if you file a wealth tax return, your IRPF return (or borrador) must also be filed electronically [6]. More on paying taxes through the website: paying tax online with AEAT.

Deadline for 2025: from 8 April to 30 June 2026. If the amount due is paid by direct debit from a bank account, you must file no later than 25 June [1][5]. The dates for 2026 will be published after the year ends: we had not found them at the time of checking. The ATC sees people by appointment and helps with completing the return [1].

How wealth tax differs from the large fortunes tax

These are two different taxes. Wealth tax is regional in its scale and allowance but national in its law. The Impuesto Temporal de Solidaridad de las Grandes Fortunas (ITSGF, modelo 718) was introduced by Ley 38/2022 and targets very large fortunes; we do not give its threshold and rates here [7]. According to AEAT, ITSGF filing opens on 1 July [7].

We have not analysed how the two taxes interact in the calculation. AEAT’s Patrimonio 2025 overview mentions regional transitional reliefs relating to ITSGF only for Murcia and La Rioja; it says nothing about Catalonia [5]. Whether ITSGF applies to you depends on your case: if your wealth is close to the threshold, that is a question for a gestor.

Common calculation mistakes

  • Assuming that nothing needs to be filed when the tax is €0. If your assets are worth more than €2,000,000, a return is mandatory [1].
  • Deducting mortgage interest as a debt. The debt is deducted from the base, the interest is not [1].
  • Excluding the whole home from the base. The €300,000 limit applies to the value of the habitatge habitual, and the excess is taxed [1].
  • Forgetting foreign accounts and property if you are a resident. The tax applies to worldwide assets, and information on foreign accounts and property is reported separately on modelo 720: what modelo 720 is [2].
  • Using the scale from an old article. The table above covers 2022-2025, and Catalonia changes the rules through its own legislation [1].
  • Applying the regional €500,000 allowance to a non-resident. For non-residents, Article 28 of Ley 19/1991 sets a general tax-free allowance of €700,000; how this combines with regional rules for EU citizens has to be checked case by case [2].

What about the tax if you moved recently or own a flat without living in Spain

For people who have moved, the key question is whether you will be a tax resident on 31 December. IRPF residence is determined for the calendar year: more than 183 days in Spain, or your main centre of activities and economic interests being there; one criterion is enough [8]. If you moved at the start of the year and stayed more than 183 days, you are resident for the whole year, and wealth tax is calculated on all your assets, including accounts and property in CIS countries. If you arrived later and have fewer days, the second criterion decides, and it is assessed on the facts. More on the rules: taxes for residents and non-residents.

If you are a non-resident and own a flat in Catalonia, you pay under real liability: only your Spanish assets are taxed, and the return is filed on the same modelo 714 with the same deadlines [2][9]. The courts upheld the 60% tax limit with IRPF for non-residents in 2025: AEAT states that the Tribunal Supremo ruled that refusing to apply it to non-residents is discriminatory, and the ATC cites judgments of 29 October and 3 November 2025 [1][5].

How we can help

The overall scheme for moving and getting a residence permit is on the page residence permit in Barcelona, and the route for remote work is in the DNV card. The tax side is handled by the team’s graduada social, and the result depends on your assets and income.

Frequently asked questions

What is the tax-free allowance for wealth tax in Catalonia?
For residents of Catalonia the tax-free allowance is €500,000 per person: this amount is deducted from the tax base. In regions without their own rule, €700,000 applies under Article 28 of Ley 19/1991. The home you live in is also excluded from the base up to €300,000. [1][2][4]
Is your only home in Catalonia subject to the tax?
Partly. The home you live in (habitatge habitual) is excluded from the base up to €300,000. Anything above that is included in the base. Debts secured on the home are deducted as usual; the interest on them is not. [1]
Do you have to file a wealth tax return if the tax is zero?
Yes, if the value of your assets exceeds €2,000,000. A return is also filed when there is tax to pay after the allowance and deductions. If neither condition is met, there is no obligation to file. [1]
Does a foreigner with a flat in Barcelona who does not live in Spain pay wealth tax?
A non-resident pays under real liability, only on assets in Spain. The form and deadline are the same: modelo 714, filed electronically. Which tax-free allowance applies depends on your status and country, and has to be checked separately. [2][9]
What are the filing deadlines for wealth tax?
For 2025, returns were accepted from 8 April to 30 June 2026, and no later than 25 June for payment by direct debit. The deadline for 2026 will be announced after the year ends: it had not been published on the date we checked. [1][6]
How does wealth tax differ from the large fortunes tax?
They are two different taxes with different forms. Wealth tax (modelo 714) is regional in its scale and allowance. ITSGF (modelo 718) was introduced by Ley 38/2022 and applies to very large fortunes. According to AEAT, ITSGF filing opens on 1 July. [5][7]
Can you deduct property tax paid in Russia?
For a resident, the law allows a deduction of the lower of two amounts: the personal tax actually paid abroad on those assets, or the average effective rate of the Spanish tax applied to the part of the base taxed abroad. Whether a Russian tax fits this definition depends on the type of tax and your case. [1]
