- The grounds are the same as for citizens of other countries: we did not find any separate rules for Belarusian citizens in the Reglamento or Ley 14/2013 [1][2].
- Belarus falls within the consular district of the Spanish Consulate General in Moscow. A Spanish visa centre (BLS) operates in Minsk; from 1 June 2026, residents of the district file some national visas there, but remote work is not included in the consulate’s notice of 14.04.2026 [4][9].
- Criminal record certificates issued in Belarus must carry a Hague apostille, and all documents in foreign languages are translated into Spanish [3].
- The list of bilateral agreements on the Seguridad Social website does not include an agreement between Spain and Belarus: for an employee on a DNV, the remaining option is registering the foreign company with the Spanish Seguridad Social; a self-employed person needs RETA [7][8].
- For a DNV, the applicant’s income must be at least €2,849 a month (€34,188 a year before tax); the threshold is higher for a family [3].
Residence permit in Spain for Belarusians: which grounds are available
A Belarusian can get a residence permit in Spain on the same grounds as other third-country nationals. In Real Decreto 1155/2024 (the Reglamento) these are no lucrativa, employment, self-employment, study, family reunification and arraigo; in Ley 14/2013, remote work (DNV), highly qualified professionals, entrepreneurs and intra-company transfers [1][2]. We did not find a separate regime by nationality in these acts.
The choice of ground depends not on your passport but on your work and income. General overview: residence permit in Spain: where to start. For remote workers: Digital Nomad in Spain.

Where to apply: consulate in Moscow, applying from Spain and through a representative
The visa is filed at the consulate for your place of residence (article 26 of the Reglamento). The district of the Spanish Consulate General in Moscow includes Belarus, and the Spanish visa centre operates in Minsk [1][4][5]. National visas that the centre does not accept are received in Moscow by the Consulate General itself by appointment: according to the page of 20.11.2025, this means emailing cog.moscu.citas@maec.es at least four days in advance, one appointment per person and a passport; appointments are not given to agencies [6]. For the DNV, the consulate’s page confirms that in Moscow it is residents of the district who file, and they must show legal residence there [3].
For a Belarusian this means a trip to Moscow or a request to the consulate. Article 26 allows an exception: if the applicant lives far from the consulate and there are documented reasons, the Ministry of Foreign Affairs may allow filing through a representative [1]. Whether the consulate accepts this argument for residents of Belarus is something you need to ask it; we did not find any public clarification.
The consulate’s notice of 14.04.2026 changes the arrangement: from 1 June 2026, residents of the district file at the visa centre in their country of residence visas for study and internships, researchers, family reunification, employment, highly qualified workers and residencia sin finalidad laboral [9]. For a Belarusian, that is the centre in Minsk. Remote work (DNV) and self-employment are not on the list: the consulate does not say where residents of Belarus file them, and this needs to be clarified in writing before booking. For the DNV, the law also allows filing with the UGE from Spain if you are in the country lawfully [2][3]. The difference between the routes: filing from Spain or through the consulate.
Documents: apostille, translation and passport
The list depends on the ground, and the general visa conditions are set out in article 38 of the Reglamento: a passport valid for at least one year, a certificate of no criminal record in your countries of residence over the last five years, a medical certificate and the paid fee [1].
For the DNV, the consulate in Moscow specifies: criminal record certificates for the last two years from your country or countries of residence plus a statement that you have had no convictions in the last five years; certificates from Russia, Belarus, Armenia and Uzbekistan must be apostilled, and all foreign documents are translated into Spanish [3]. The passport must have been issued no more than ten years ago, be valid for at least one year and have two blank pages [3]. If your passport is issued for ten years, the two conditions together mean it must have been issued no earlier than nine years ago.
On the apostille and translation: apostille and legalisation, sworn translation, criminal record certificate for a residence permit.
If you have lived in several countries over the last two years, you need certificates from each country of residence [3]. The consulate recommends getting an NIE in advance [3].
Social insurance and the digital nomad visa: what the lack of an agreement changes
For employees on a DNV, the UGE explains two routes: registering the foreign company with the Spanish Seguridad Social as a non-resident without a permanent establishment, or keeping coverage under an international agreement, if an agreement exists and the authority issues a document confirming coverage in Spain [7]. For the self-employed, registration with RETA is mandatory, and keeping coverage from abroad is not allowed [7]. Without RETA registration, the permit may be terminated after an inspection [7].
The list of bilateral agreements on the Seguridad Social website (checked on 2 October 2026) includes Russia and Ukraine but not Belarus or Kazakhstan [8]. From this we draw a cautious conclusion: a Belarusian employee will most likely have to register the employer with the Spanish Seguridad Social. The UGE’s practice should be checked before filing. For the employer this is a separate step: the UGE says the company must register in advance with the Spanish Seguridad Social as a non-resident without a permanent establishment [7].

Income and money: what counts and what is not defined
For a DNV, the applicant’s income must be at least €2,849 a month or €34,188 a year before tax; €1,068 a month is added for the first family member and €356 for each additional one [3]. Calculation and documents: DNV income in 2026.
For Belarusians, the question is how to prove income received in Belarusian roubles or another currency. The consulate requires documents to be translated into Spanish [3], but the exchange rate for conversion into euros and whether certificates from Belarusian banks are accepted are not described in public materials. State the rate and the conversion date in a cover letter, and check with a lawyer how your situation fits. If the money was not paid into your own account, you need to show the source of funds separately: the consulate expects proof of ownership, lawfulness and availability of the funds [3].
Steps for a resident of Belarus
- Choose the ground: remote work, no lucrativa, employment, your own business, study or family [1][2].
- Check where you legally reside: this determines the consular district [1][4].
- Draw up the document list from the consulate’s page for your ground and check it against the legal requirements [1][3].
- Order the apostille on the criminal record certificate and the translation into Spanish: this takes time, which depends on the issuing authorities [3].
- Check your passport: validity, issue date, blank pages [3].
- Sort out social security: employer registered with Seguridad Social, or RETA [7].
- Request an appointment from the consulate following the procedure on its page, and file the application in person or through an authorised representative [1][6].
- After the decision, collect the visa, enter Spain and apply for the TIE: the application is made in person within one month if the permit is valid for more than six months [1].
Each step has options that depend on your case. We do not present the step-by-step procedure as the same for everyone.
Common mistakes
- Choosing a consulate for convenience. The district rule is strict [1].
- Expecting the Minsk centre to accept any national visa: from 1 June 2026, only the categories in the consulate’s notice of 14.04.2026 are filed there [9].
- Bringing a criminal record certificate without an apostille and without a translation [3].
- Using a passport that was issued long ago or has little validity left [3].
- Putting off social security until the decision. For the self-employed, RETA is needed straight away [7].
- Believing that Belarusians have a special “simplified” route. We did not find such a regime in the law [1][2].
- Taking templates from chat groups without checking them: rules and document lists change.
